Description

The purpose of this solicitation is to obtain a qualified contractor to provide a recovery-oriented, multi-faceted and community-based treatment facility to serve veterans participating in the Substance Disorder Treatment Program (SDTP) formerly known as Alcohol and Drug Abuse Treatment Program (ADATP) - Dual Diagnosis Treatment Program (DDTP). The contracted facility shall function as a form of supportive housing for veterans with co-occurring substance use and mental health disabilities/illnesses/disorders. POLICY: The contractor shall furnish adequate community-based services to beneficiaries for whom such care is specifically authorized by the Veterans Administration (VA). Authorizations for specific beneficiaries are issued by the Chief, Mental Health and Behavioral Science Service (MH&BSS), James A. Haley Veterans Hospital, or designee. It is understood that the residents to be cared for until this contract will receive room, board, supervision, and shuttle services to VA programming. PROGRAM MISSION: The primary mission of the SDTP - Dual Diagnosis Treatment Program (DDTP) is to provide the highest quality of timely and comprehensive outpatient care to Veterans with substance abuse problems in an efficient, compassionate and ethical manner. The program plans, organizes, and provides a range of services to meet the needs of its patients. The program includes a range of preventive, rehabilitation, and aftercare services that also promote a broad base of education and research, and are compatible with the mission of the Medical Center and the Mental Health and Behavioral Health Services. The program also works cooperatively with other VA facilities, state and local health care providers to furnish effective and efficient services and to assure continuity of care and treatment.
