- This is a notice of intent to award a sole source contract under the statutory authority of 10 USC 2304(c)(1) as implemented by Federal Acquisition Regulation, 6.302-1, only one responsible source, and no other supplies or services will satisfy Agency requirements, to Win Estimator, Inc., 19450 68th Ave S, Kent, Washington 98032; for the Department of Public Works, Fort Leavenworth, Kansas. The proposed contract action will provide WinEst Pro Plus cost estimating software. WinEst Pro Plus has an originally programmed interface that utilizes RS Means Cost database information in a unique way. This requirement is for a base period of 29 Sep 2015 through 28 Sep 2016 with two option years. WinEstimator Inc. is the sole provider of certified trainers and implementers of WinEst estimating software. This procurement will be accomplished under FAR Part 12 and Part 13 Procedures. The NAICS code for this requirement is 511210. The size standard is $38.5 million. This Notice of Intent to award a sole source contract is not a request for competitive proposals. Reponses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
