- The Army Contracting Command - Redstone Arsenal (ACC-RSA) is issuing the following notice of intent to make sole-source award/combined synopsis/solicitation for commercial items under the authority of Federal Acquisition Regulation (FAR) Subpart Part 12.6, FAR Subpart 13.5, and 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 entitled, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. It is the Government's intent to award a sole-source purchase order to Joe Kubert School of Cartoon and Graphic Art. In accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, the Government intends to award a sole- source bridge contract to provide the U.S. Army Materiel Command (USAMC) Logistics Support Activity (LOGSA) with the continuation of artwork services in support of PS, The Preventative Maintenance Monthly (hereafter referred to as PS Magazine). Joe Kubert School of Cartoon and Graphic Art is the proposed source for continuation of services and is the only source that can provide these services that satisfies LOGSA's requirements without unacceptable delays in fulfilling the agency's requirements. Due to the complexity of the art contract, each publication runs on a three-month lead time that entails communications, editing, drafting, reworking, and finalizing issues for production. A bridge contract is necessary to afford the Government the necessary time needed to explore other potential methods of disseminating the Army's critical maintenance information. Technological advances in digitalized artwork are being analyzed to determine the viability and potential cost and time savings. Expediting a follow-on contract, without proper technological analysis, could result in the Government not receiving an efficient and effective product. Due to the unique military composure of the publication, a rushed transition to a new artwork source could result in unacceptable delays in delivering the final product to the soldier. Currently, only one vendor has the staff and expertise on hand to complete the bridge contract without unacceptable delays. The Period of Performance for this bridge contract will be 30 Sep 2015 to 29 Sep 2016. The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation and other items and services necessary to perform the sequential art (cartoon framing) to develop the artwork, layout and design of a monthly 64-page publication, PS Magazine. This requirement is in support of USAMC LOGSA, Redstone Arsenal. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. Additional FAR and DFARS terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices may also be incorporated into the contract. In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
