Approved J&A DEPARTMENT OF THE AIR FORCE 184TH MISSION SUPPORT GROUP MCCONNELL AIR FORCE BASE KANSAS July 2015 MEMORANDUM FOR 184 MSG/MSC FROM: 184th Civil Engineering Squadron 53260 Jayhawk Drive McConnell AFB KS 67221-9000 SUBJECT: Limited Source Justification for "Sandifer Engineering" Services 1. This document constitutes justification and approval for other than full and open competition for the acquisition described herein, under the authority of FAR 6.302-1. It is executed on behalf of 184th Civil Engineering Squadron (CES). 2. The 184th Civil Engineering Squadron (CES) has a mission requirement to purchase materials and services from Sandifer Engineering to update and verify the Load shedding function of the Direct Digital Control (DDC) software integrated with the PLC controls of the Generator Plant and update the DDC building graphics. This acquisition, by the 184th Contracting Office, will be by means of other than full and open competition and will result in a firm fixed price open market contract. 3. The 184 CES DDC controls throughout the base are from a single contractor to ensure interoperability, compatibility, and ease of maintenance. These controls have been installed in each building by Sandifer Engineering and the parts and software are proprietary. The DDC load shedding capability was originally installed by Sandifer Engineering at the generator plant to control the HVAC systems throughout the base in the event the generators are providing power to the KSANG side of McConnell. The Automated Load Shedding function in the DDC system is required so power can be continuously provided to the Intel Operations Center and the Network Operations and Security Center during generator operation. The Intel Operations Center executes a critical, high demand combat ISR operation with unique challenges, while the Network Operations and Security Center manages a national cyber network connecting all ANG units. These missions are 24 hours a day, 365 days a year and power interruptions have a disastrous effect on mission accomplishment. The possibility exists a generator will not start or the electrical load will exceed their capability. In these situations, a controlled shedding of less critical HVAC electrical loads must be accomplished. The load shedding must happen in a controlled fashion and in such a way as to not damage the equipment being turn off/on. Total estimated cost of $24,000.00. 4. Statutory Authority permitting other than full and open competition a. FAR 13.501, Only one responsible source and no other supplies or services will satisfy agency requirements 5. Sandifer Engineering must be selected due to the proprietary nature of the existing HVAC DDC controls. Their past performance and knowledge of the system are critical to ensuring a clean, easy to maintain, integrated, and fully compatible system. Our custom designed DDC software is unique to our buildings, building mechanical systems and generator setup. The additional cost of 184 CES manpower required to change to a new DDC platform and to a new contractor is substantial. Use of an alternate contractor would also disrupt the normal ongoing classified operations within the Sensitive Compartmented Information Facility (SCIF), as multiple visits will be necessary by new contractors. 6. Due to only one responsible source being available, the contracting office intends to post our Notice of Intent to negotiate with contractor on the approved Government Point of Entry for 5 business days. 7. Based on past experience Sandifer Engineering has shown that they will negotiate with the government to ensure a fair and reasonable price is paid. This is done through comparison to our Independent Government Estimate (IGE). Labor rates for Sandifer Engineering are competitive with other companies rates in the area that perform similar work. 8. Past experience indicates that only the proposed contractor can proved the service, thus no in depth market survey/research required. 9. No other local HVAC Controls Contractor supplies compatible components and software that will integrate into the existing DDC Controls. Other DDC contractors that provide the same DDC controls will not bid this area due to the parent company's stipulations on area representatives of its products. 10. As the contracting officer, I certify that the justification is accurate and complete to the best of my knowledge and belief as indicated by my signature block below. 11.
