Description
The Government ™s Dynatest HWD and tow vehicle, used for airfield pavement load evaluations, has been in service for several years and is in critical need for repairs. Components of the HWD and tow vehicle are broken and require repair. Dynatest shall provide overhaul to the Heavy Weight Deflectometer (HWD) tow vehicle, trailer, and control systems as stated below, HWD Serial Number 8081-8024. Dynatest shall furnish and install all work required to repair the dedicated tow vehicle and repair the trailer by replacement with a new Dynatest trailer. The contractor shall uninstall all components attached to the existing HWD trailer, provide a new trailer, and install refurbished Government components where possible or provide new components as required to produce a complete and useable heavy weight deflectometer and tow vehicle. Major components of the overhaul, maintenance, and repairs: Provide and install HWD Trailer Common REV B: Solid trailer, dual axle, with solid electric brakes, alloy wheels on trailer and spare, with manual jack, new powder coating to the frame/subframe, provide a protective coating to surfaces that require corrosion protection, and provide griptape on areas that require traction Provide and install deflection sensors (7+2 spares) Provide necessary plugs for repairs including 5 pin @180 Din and 5 pin @ 240 Geophone Provide and install (Raytek IR TX Series and cable) air temperature sensors, brackets, and cables Provide and install new vehicle control switches (communication with CP15, beacon light, auto throttle, etc.) on the table behind the driver ™s seat (not passenger ™s seat) Provide and install HWD load cell Provide and install HWD strike plate Rev A Provide and install HWD Sub-assembly REV A Provide and install HWD Falling Weight Provide and install HWD Auto locks Provide and install HWD Catch REVA Provide and install HWD Side Cylinders REV A Provide and install HWD Center Cylinders REV A Provide and install HWD Hydraulics Replace falling weight Provide battery voltage Provide plug and cap for Ethernet cables Provide RJ-45 adapt for switch box Provide CAT 5E CP15 to trailer front and front to Adpt Re-plate HWD weights Move/remount rear camera to above the van ™s rear doors to serve as backup camera Provide and install solar trickle charger (PulseTech SP-5 solar charger) Modify lexan workstation cover/dampen noise Repair trailer beacon switches (located in the tow vehicle) Provide and install vehicle control switches (communication with CP15, beacon light, auto throttle, etc.) on the table behind the driver ™s seat (not passenger ™s seat). Provide a flood light spotlight system on top of the van for night work Provide repairs to the tow vehicle including dash repairs and detailing inside and out. Provide and install replacement parts up to $3000 allowance for spare parts. Provide a Strategic Highway Research Project (SHRP) compatible reference calibration of load cell and deflectors. Replenish of the spare parts kit. Update to the latest revision of the Dynatest CP15 firmware and the Dynatest Control Center Software on the existing data collector. Calibrate the entire system with the existing data collector Provide all parts service and labor for repairs Provide all software/firmware updates on backup removable media. Provide documentation on the hardware installations and SHRP reference calibrations. Deliverables: The Government will deliver the equipment to the repair facility within 30 days of award. The contractor shall maintain, repair, and install the new equipment as stated above within 30 days of delivery of the vehicle to the repair facility. Provide all software/firmware updates on backup removable media. Provide documentation on the hardware installations and SHRP reference calibrations.
