Description
The U.S. Office of Personnel Management (OPM) is soliciting contracts with Comprehensive Medical Plans (CMPs) effective January 1, 2017. OPM administers the Federal Employees Health Benefits (FEHB) Program, which is the largest employer-sponsored health benefits program in the United States, covering over eight million federal employees, retirees and their eligible family members and providing billions of dollars in healthcare benefits annually. OPM is interested in significantly expanding the numbers of experience-rated and community-rated CMPs offered under the Program. Recent changes in the FEHB Program make it an attractive opportunity for CMPs to compete for enrollment, including the new Self Plus One enrollment category and the new Medical Loss Ratio (MLR) rating methodology for community rated CMPs. The FEHB Program is largely funded by the U.S. Government which pays 72% of the weighted cost of premiums for all plans not to exceed 75% of the cost of an individual plan. The FEHB Program features an annual open season for enrollment changes and allows new employees and those experiencing qualifying life events to select enrollment throughout the year. The law governing the FEHB Program gives OPM the authority to preempt state laws regarding the nature, provision, and extent of coverage or benefits, including payments with respect to benefits.
