Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation VA251-15-R-0611 is issued as a request for proposal (RFP). The North American Industry Classification System (NAICS) Code 335999 All Other Miscellaneous Electrical Equipment and Component Manufacturing and a Business Size Standard of 500 employees is applicable. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83. No telephone requests will be accepted. Quotes are requested for the following items: 1.4 EACH - Bed Bug Treatment Oven: $ "Self-contained heating cabinet outside measuring 72"H x 36"W x 24"D "Insulated cabinet with 1 electric heating element and a gentle forced air system; all controlled by a pre-programmed digital controller "220 VAC Single Phase 20 AMP power. To be pre-wired with cord that shall plug into a NEMA Configuration 6-20R receptacle. "Digital controller that shall maintain the proper temperature (+/-5 慚) "Pre-programmed digital controller that shall allow for a low temperature (120 慚) and high temperature (150 慚) cut off limits and a set point of 130 慚 "Duct system shall have an independent sensor that will open in case of an over- temperature condition such as fan or temperature controller failure. An over-temperature fault light shall be provided. Power shall be cycled to the cabinet in order to reset the fault. "Exterior shall be powder coated, heavy-duty, all steel cabinet. Casters not required. "Inside cabinet dimensions: 70" Height X 34" Width X 22" Depth "Inside of the unit shall have two open mesh baskets that slide out of the front for the loading of items. "The interior surface shall be insulated with a minimum of 1" thick foil faced semi rigid fiberglass panels. The insulation seams and joints shall be foil taped for safety and convenience. "The heating elements and blower unit shall be mounted to the top of the unit and protected by a metal grill. The heating elements and fan shall be removable for maintenance. "Oven shall have 2 thermometers - one for air temperature and one for item temperature. 2.2 EACH - Spare Parts for Maintenance: "Heater Element - $ "Thermocouple - $ "Over-Temperature Switch - $ "Pre-Programmed Temperature Controller - $ "Solid State Relay and Fan Unit - $ 3.Shipping Charges $(cannot exceed $250.00 for the entire order) Quotes will be evaluated using lowest price technically acceptable with technical acceptability being any offer that includes at a minimum the items listed in this announcement. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall submit with their offer, a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items or confirm this has already been completed in their SAM registration. The clause at 52.212.4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition which shall include the following clauses: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-34.
