- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, using the Simplified Acquisition Procedure for commercial information found at FAR 13 and supplemented with additional information included in this notice. This is a quote mark brand name or equal quote mark procurement for commercial food waste dehydrators that are comparable but not limited to, for example, the ECOVIM 650 (large model) and ECOVIM 250 (small model) dehydrators. The dehydrators will be for the installations and in quantities specified on the pricing spreadsheet and as described in the Performance Work Statement (PWS). The solicitation is a competitive small business set aside acquisition and all interested offerors shall submit written quotes (oral quotes will not be accepted). This announcement constitutes the only solicitation; written quotes are being requested but a written solicitation will not be issued. This announcement is being issued as a Request for Quote (RFQ), not an invitation for bid (IFB). The North American Industry Classification System (NAICS) code for this project is 335228, Other Major Household Appliance Manufacturing. The offeror must be an authorized dealer of the specified equipment must provide warranty and maintenance support. This is for new dehydrators only and used or remanufactured products will not be accepted. No multiple awards will be made under this announcement. The quote will be evaluated on three factors: Factor 1, Technical; Factor 2, Price; and Factor 3, Past Performance. In no more than five pages, each quote shall clearly describe the capability of the dehydrator to meet the Factor 1 requirements and specifications that are described in the Performance Work Statement. For Factor 2, the price quote will include all information as prescribed in the attached quote mark Dehydrator Pricing Spreadsheet quote mark. Shipping is FOB Destination CONUS (Continental U.S.). For Factor 3, as prescribed in FAR 12.6, a past performance records will be reviewed by the Government in accordance with FAR 13.106-2, Evaluation of quotations or offers. This amendment adds past performance as a factor to comply with FAR requirements. The past performance factor should have been included in the initial synopsis - solicitation but was omitted. This corrects that condition. No additional information is needed and the Government will evaluate past performance in accordance with FAR 13.106-2(b). Additionally, quotes may include no more than 15 pages of supporting documentation with the quote for manufacturer documentation, model description sheets, promotional materials, manufacturer specifications, pictures, manufacturer contact information, etc. The Government reserves the right to evaluate quotes and award a contract without discussions with offerors. As described in the quote mark FAR Clauses (Full Description) quote mark, the following provisions and clauses are provided with this combined synopsis solicitation, as follows: (1) FAR 52.212-1, Instructions to Offerors - Commercial Items. (2) FAR 52.212-2, Evaluation-Commercial Items. (3) FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. (4) FAR 52.212-4 - Contract Terms and Conditions - Commercial Items (5) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. (NOTE: This is notification confirms that Past Peformance is added to (2) FAR 52.212-2, Evaluation-Commercial Items and is incorporated in this reference. The document FARClauses_FullDescription will not be reissued.) Offers shall be evaluated in accordance with FAR 52.212-2 - Evaluation - Commercial Items - The addendum to paragraph (2) is as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate all offers: (a) technical capability of the dehydrator being offered to meet the specifications and requirements of the PWS, b) the price quote and (c) past performance. The award will be a best value determination based on evaluation of the technical information provided, the price submission, and the past performance record of the offeror. In order to be awarded the contract, the offeror must be registered in the System for Award Management in accordance with FAR 52.204-7 and is required to complete Offeror Representations and Certifications in accordance with FAR 52.212-3, Offeror Representations and Certifications - Commercial Items.
