- Full Text Clauses Pricing Spreadsheet Tech Specs The Defense Commissary Agency (DeCA) has a requirement for a quantity of 708 Letter Boards, Double Sided, Framed. This requirement is a 100% Small Business Set-Aside. The technical specifications for the Letter Board are attached to this notice and offers submitted in response to this requirement must meet or exceed these specifications in order to be considered for award and specifications must be provided for the item you intend to provide. Award will be based on low price technically acceptable. Resultant award will be Firm Fixed Price and delivery will be to both CONUS and OCONUS locations within 90 days from date of award.
