Description
The U.S. Department of Energy `s (DOE) Office of Fossil Energy (FE) intends to award a sole source contract to SRI International, a large nonprofit with 501 (c)(3) status, to assist in FE?s mission of developing environmentally sustainable energy resources through innovative clean coal research and development, interactive initiatives to ensure the safe and sensible development of oil and natural gas resources, and through the effective and prudent management of the Nation?s petroleum reserves. FE will procure services from SRI International to provide a series of executive leadership training with an emphasis on Innovation Best Practices. This series will consist of 2-day sessions which will focus on the Five Disciplines of Innovation: 1) Important Customer and Market Needs, 2) Value Creation, 3) Innovation Champions, 4) Innovation Teams and 5) Organizational Alignment. SRI?s practical approach to identifying value in innovation will include but is not limited to engaging in practical exercises that enable innovation principles be put into immediate action by presenting and applying key innovation principles and practices, utilization of Value Creation Forums to enhance propositions, and specify innovation improvement and organizational alignment actions. The contract of services will consist of three (3) sessions with an option to add a fourth session. Each session can host up to twelve (12) students; the first session will begin in CY2015 and extend into CY2016. DOE is using exemption 6.302-1 (a) (2), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that DOE should not pursue this procurement with SRI International then it should submit a capability statement and pricing information for the requirement by 3:00 p.m. EST on October 7, 2015 via email to Bari.Brooks@hq.doe.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
