- This acquisition is for the manufacture and delivery of the Improved Outer Tactical Vest (IOTV) and Components. There will be a single award resulting in one Indefinite Delivery / Indefinite Quantity, Firm Fixed-Price Contract which will consist of a base year and three (3) one (1) year term options. The Improved Outer Tactical Vest (IOTV) and IOTV Components are manufactured in accordance with FQPD-07-05H dated 18 December 2015. Deliveries will be FOB destination with a production lead time of 150 days for the first and all subsequent delivery orders. ). Deliveries are to be made to Peckham Vocational Industries, Lion Vallen Industries, and Travis Association for the Blind. Best Value/Tradeoff source selection procedures will be used with the following factors in descending order. 1) Ballistic Test Reports 2) Product Demonstration Models (PDM). Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
