- Description
- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the purchase of 1 Qty 1D Laser Doppler Anemometer mini LDV G5-150 Probe, 1 Qty Computer controlled 1-axis traversing system, and 1 Qty Custom modification enclosure for the Probe to meet Government needs. The product and services will be provided by Measurement Science Enterprise, Inc. Products and services will allow flow measurement testing and are available through the manufacturer, Measurement Science Enterprise, Inc. (MSE), Pasadena, CA. The NAICS code is 334519 and the business size is 500 employees. The proposed purchase order is being solicited on a sole-source basis to Measurement Science Enterprise, Inc. (MSE). The proposed action is for the procurement of a Laser Doppler Velocimeter (LDV) probe and accompanying components for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(i). The basis for restricting competition is for the following reasons: Measurement Science Enterprise, Inc. is the manufacturer and holds several US patents which uniquely qualify their system for the required application. The NSWCCD intends to award a firm fixed-price purchase order to Measurement Science Enterprise, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than October 7, 2015. This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:00 am EST on 10/07/2015 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
