- Note: This notice was amended to change the word "internal" to "international" in the first sentence of the first pargrarah below. The Centers for Disease Control and Prevention (CDC), Center for Global Health (CGH), Division of Global Health Protection, International Task Force, intends to negotiate a sole source contract with Global Scientific Solutions for Health (GSSHealth), to successfully manage the implementation of the following four objectives in support of the Ebola laboratory response effort in Sierra Leone and Guinea: 1. Develop and deliver a training course for staff from 10 sites in each country regarding sample collection and transport, laboratory use and data reporting processes of selected point of care technologies for Ebola diagnostics (specific point of care technology will be determined at the start of the contract and may be different in each country). 2. Provide logistic and technical support for the storage, inventory and implementation of point of care testing at 10 sites in each country. Sites will be selected by CDC project manager at start of the contract. 3. Provide logistic support to 2 laboratories in Sierra Leone to ensure continuity of Ebola diagnostic operation. 4. Perform a gap analysis of supply chains and logistics systems and their ability to achieve efficient distribution of laboratory supplies for viral hemorrhagic fevers diagnostics. GSSHealth brings unique expertise, local contacts, immediate availability and established infrastructure necessary to address these unique requirements. The tasks to be performed in this requirement are listed below: TASKS TO BE PERFORMED 1. The contractor shall increase the number of testing facilities with capacity to perform Ebola point of care tests in both Sierra Leone and Guinea. A. Develop a training course with both power point slides and hands-on training strategies for the introduction of point of care tests targeted at both clinical and laboratory audience. Training shall include not only the use of the tests but the requirements for biosafety/biosecurity, sample collection and management, and data interpretation, management and reporting processes. B. Arrange all logistics related to the training including invitations, location, AV and handouts; Provide a qualified trainer to deliver the training at each site. CDC will provide the names of the sites and number of participants to the contractor. These sites may be clinical or laboratory sites. Assume 10 sites in each of 2 countries with up to 10 participants at each training site. C. Evaluate training using the following tools: student evaluation, pre-and-post-tests. D. Establish a competency testing program in collaboration with CDC for the use of these tests for each operator in each facility, report findings and mitigation strategy if staff competency is inadequate. E. Monitor data reporting quality between facilities and the referral laboratories. F. Store tests, devices and supplies in each country as they are received from CDC-Atlanta in a secure location, under 24-hour guard, and under environmental conditions that are consistent with manufacturer's recommendations. G. Deploy CDC purchased tests and associated supplies to each facility within 5 days of receipt of the supplies and selection of the sites, track inventory each month and implement inventory control processes to ensure continuous availability of the supplies for quality laboratory operation. 2. The contractor shall provide staffing for continuous operation of two selected facilities performing laboratory testing for viral hemorrhagic fevers in Sierra Leone and ensure laboratory equipment is operational daily. A. Provide bench laboratory staff to fill 4 positions (total), 7 days per week, who have strong molecular diagnostic experience with BSL3 practices to work daily in the two laboratories. Staff must have at least three years of experience or equivalent education. B. Perform emergency and routine equipment maintenance and services to ensure functioning equipment including rapid mitigation strategies that will not minimize interruption in operations. C. Ensure a safe and quality environment is in place to minimize equipment failure. Develop and implement use of a weekly check list for this purpose. D. Establish an equipment management program, including checklists for daily monitoring of all equipment in the laboratories E. Support daily data entry and data management (up to 200 specimens per day) F. Establish a protocol for safe and reliable sample transport and once approved by the COR, implement the protocol. G. Coordinate waste management associated with the two facilities that perform Ebola diagnostic testing, and ensure any waste management issues are resolved within a safe timeline for the staff and facility operators. 3. The vendor shall perform a gap analysis of supply chains and logistics systems and their ability to achieve efficient distribution of laboratory supplies for viral hemorrhagic fevers diagnostics. A. Provide CDC with a report that includes a standard list of required laboratory commodities to include specifications and facility requirements for viral hemorrhagic fevers diagnostics. B. Perform a gap analysis of the supply chain and logistics systems in place in Guinea and Sierra Leone in meeting the standard list of required laboratory commodities. Include recommendations for improvement. 4. The Contractor shall ensure that all activities described herein are coordinated, prioritized and delivered on schedule and produced with high quality standards. A. The vendor shall participate in phone calls and meetings with CDC, as needed as they pertain to management of the contract and to specific projects. Calls and meetings shall be in English. B. The vendor shal provide the COR with monthly reports and a final, end of year report. Reports shall be written in English The use of other than full and open competition for this acquisition is conducted under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulations, Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a Capability Statement demonstrating their abilities to meet this requirement. All responses will be considered. All Capability Statements shall be received by the closing date of this synopsis and shall be submitted in writing. Responses may be sent via email to krz3@cdc.gov. GOVERNMENT FURNISHED EQUIPMENT The CDC will provide the require equipment to perform Ebola PCR diagnostic at the two laboratories as well as the RDTs and required readers associated with the RDT protocols. PERIOD OF PERFORMANCE Twelve (12) Months from the date of award with two one year option periods.
