- Annex B - Pricing Matrix Annex A - Equipment Specifications UCREF Statement Of Work Combined Synopsis/Solicitation THIS REQUIREMENT IS BEING POSTED IN CONJUNCTION WITH SOLICITATION SINLEC15Q0072, WHICH HAS BEEN CANCELLED WITHOUT SELECTION The purpose of this requirement is to obtain, install and configure a Linux-based anti-money laundering (AML) application for Haiti’s financial intelligence unit (UCREF) at UCREF’s headquarters in Port-au-Prince, Haiti. The contractor will need to transition a scaled-down version used by UCREF on minimal hardware, to the complete application hosted on a full complement of USG-procured hardware. The contractor must be able to “rack and stack” all hardware including servers and network equipment, successfully install the full application on this hardware, configure to ensure full usability by all users, migrate data from existing AML hardware to new hardware, test and verify system functionality and security, and conduct training of UCREF staff to ensure their capacity to take over system management. The Scope of work will also include alteration and optimization of the application (source code to be provided) to meet UCREFs operational needs, including minor development tasks. Finally, the contractor will provide short-term support and maintenance of the AML system for UCREF and other users. The principle NAICS Code for this requirement is 541511—Custom Computer Programming Services with a Size Standard of $27.5M and t his requirement is being posted as a HUBZone Set-Aside. The period of performance for this requirement will be for 12 months from the date of installation. Questions not received by the due date and time will not receive consideration. Proposals shall be due not later than 5:00 PM, EST on 28 September 2015.
