- Revised Performance Work Statement The Port Hueneme Division, Naval Surface Warfare Center (PHD NSWC) anticipates a contract requirement to provide Design Agent services for the Littoral Combat Ship (LCS) Independence Variant Integrated Combat Management System (ICMS), its interfaces, combat system elements, software (SW) applications, and networking environment to be known hereafter in this document as the Independence Variant Combat System. The required services will include critical design; engineering; integration; test and evaluation; software development and testing; planning, installation, and modernization; logistics; configuration management; and training services for the Independence Variant Combat System. Services shall be required at locations provided in the attached draft Performance Work Statement (PWS). The primary North American Industry Classification System (NAICS) code for this procurement is 541330 with a Size Standard of $38,500,000. This is a follow-on requirement to Contract N00024-12-G-4330 with General Dynamics. The anticipated performance periods will span five (5) years which include a 12-month base period, and four 12-month option periods beginning May 2016. A Cost Plus Fixed Fee, Basic Ordering Agreement is anticipated. It is anticipated that the Request for Proposal (RFP) will be issued in December 2015. It is requested that all interested Large Business concerns, Small Business concerns, including but not limited to HUBZone, 8(a) Small Disadvantaged Businesses (SDB), Service Disabled Veteran-Owned Small Businesses (SDVOSB), Woman-Owned Small Business (WOSB) respond with a Capability Statement of a maximum of 10 pages to be used to determine the availability of Small Business concerns for this requirement. Interested Small Business concerns must identify their small business socio-economic categories. The Capability Statement shall succinctly address the following items to demonstrate the contractor's capability to perform the requirements based on the attached PWS: •(1) What type of relevant work the company has performed in the past in support of the same or similar work; •(2) If the company has managed a task of this nature before; •(3) The contractor's ability to effectively manage a team of subcontractors or multiple subcontractors in order to conduct all of the remaining requirements of the PWS that will not be performed by its own resources; •(4) The specific technical skills the company possesses which ensure capability to perform the requirements described in the draft Performance Work Statement; •1. Describe your established process(es) and technical capability to make programming modifications to the ICMS source code and compile new programs. •2. Provide sufficient information to assure capability to test the ICMS software builds with Independence Variant Combat System elements ship representative hardware or simulators in a fully compliant lab environment. •3. Describe your established process(es) and technical capability to make updates to the multiple ICMS interfaces for the various Independence Variant Combat System elements such as SeaGiraffe AMB radar, SeaRAM Anti-ship Missile Defense System, ES-3601 Electronic Surveillance Measures (ESM), BOFORS Mk 110 57mm Gun, SeaSTAR Safire III Electro Optic System. •4. Submit a description or evidence of a contractual relationship with the Independence Variant Combat System elements original equipment manufacturers. Or, describe your capability to enter into a contractual relationship with the Independence Variant Combat System elements original equipment manufacturers. •5. Describe your established process(es) and technical capability to make design changes to the hardware that impact ICMS functionality and modify ICMS to support the design changes. •6. Describe your established process(es) and technical capability to modify and deliver detailed Independence Variant Combat System Design documentation to support design changes. •7. Is the respondent capable of providing Subject Matter Experts for all Independence Combat System functions? •(5) The contractor's technical ability, or potential approach to achieving technical ability, to perform at least 50% of the cost of the contract incurred for personnel with its own employees; and •(6) Business size and status of company (i.e. socioeconomic categories) •(7) The contractor's ability to obtain and maintain at minimum a security clearance level of CONFIDENTIAL and at most SECRET for selected labor categories; and •(8) The contractor's ability to support a multi-site workforce. Demonstrated ability to manage, technical ability and capacity may include citing (using contract and/or Task Order Number) and describing the same or similar relevant performance but does not limit the interested contractor's approach to demonstrate capability.
