Description
The U.S. Department of Agriculture, ARS, WBSC, Stoneville, Mississippi, intends to award a sole source procurement to Ll-COR, Inc., 4421 Superior St., Lincoln, Nebraska 68504, for the LI-7500A infrared gas analyzers for two eddy covariance systems. The LI-7500A is a high speed, high precision C02/H20 analyzer that is designed for C02 and H20 flux measurements. It is ideal for field deployment and solar power supplies. The system includes the LI-7540 sensor head, and the Ll-7550 data logger and interface unit. The procurement will also include the SmartFlux real-time data collection module, a three-day Eddy Covariance Training Course, and mounting hardware for the instrumentation. The LI-7500A is the most widely used infrared gas analyzer for environmental monitoring at field locations. The LI-7500A has field-cleanable, scratch resistant sapphire lenses, provides long-term operation with a high-performance brushless chopper motor, and contains a long-life, high-stability infrared source and detector for steady performance. The LI-7550 houses the digital signal processing electronics for the analyzer, networking electronics, and USB data logging. It provides inputs for 3- dimensional wind speed data from a sonic anemometer, logs complete eddy covariance datasets to a 16GB USB drive, ethernet connection to add sensors and cellular communication, data compression to optimize storage. In addition, logged data can be processed in real time by the SmartFlux system or off site by EddyPro software. This feature will result in considerable time savings to users. The SmartFlux system is the only one of its kind on the market. The LI-7500A system provides compatibility with instrumentation used previously at one of the proposed installation sites as part of the nationwide AMERIFLUX program, thereby providing continuity in instrumentation with historic data and reintegration with the AMERIFLUX network. In addition, this system is consistent with existing systems at other ARS research sites within the Lower Mississippi Basin Long-term Agroecosystem Research (LTAR) network and will provide uniformity and compatibility of measurements and data handling across a large area. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The equipment will be located at research sites near USDA, ARS, Oxford, MS. The Govermnent intends to award a firm fixed price Purchase Order on or about September 25, 2015. This Notice oflntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP), No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Govermnent. The Govenment will consider all responses received by 4:00PM Central Standal'd Time, September 25, 2015. Information received will be considered solely for determining whether to conduct a competitive procurement.
