Description
The U.S. Geological Survey, Western Ecological Research Center has a requirement for Global Positioning System (GPS)/Global System Mobile (GSM) transmitters. This is a total small business set-a-side combined synopsis/solicitation for Brand name or Equal commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and is being conducted pursuant to FAR Part Subpart 12.6 and FAR Part 13. Proposals are being requested and a written solicitation has been issued. The solicitation number is G15PS00874 and is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in affect through Federal Acquisition Circular (FAC) 2005-83, effective September 3, 2015. Potential offerors shall provide documentation with sufficient information and literature for evaluation purposes, demonstrating the ability to meet the technical requirements as outlined below. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must: (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (5) The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (6) Unless the offeror clearly indicates in its offer that the product being offered is an equal product, the offeror shall provide the brand name product referenced in the solicitation. Quotations must be submitted to the Contracting Officer via email and are due no later than 03:00pm ET on October 6, 2015. The Government anticipates award of a commercial, Firm-Fixed Price type purchase order on or about October 12, 2015. Line Item: Brand Name: Ecotone Item # SAKER-UL Quantity: 52 Nomenclature: 17.5 gram, Solar-powered GPS/GSM logging transmitter Purpose: To be worn by medium sized waterfowl Salient Characteristics: ¿ Transmitters shall last longer than 2 years and weigh less than 18 grams; due to current technology this implies a solar powered transmitter. ¿ Require two-way interface to change GPS location frequency depending on whether the subject is within the primary study area or not. GSM communicating dataloggers are the only device capable of preforming this functionality. ¿ Require a transmitter capable of being deployed on animals as small as a female Northern Shoveler (circa 600 grams) while maintaining the 3% maximum auxiliary marking weight mandated by the Bird Banding Lab. Therefore, the maximum transmitter size is 18grams and must operate over long periods of time with adequate lighting conditions. ¿ Require flexible duty cycle scheduling from 1 minute to 24 hours per location. ¿ Require tripod or four corner mounting loops for Dwyer harness attachment using Teflon ribbon. ¿ Require transmitters with dimensions no larger than 70x30x20 (mm; LxWxH) and no external antenna ¿ Require transmitters that are waterproof and submersible to 2 meters. ¿ The housing must be, plastic, waterproof and durable. ¿ The unit must have no external antennae or any external metal parts or sharp edges. ¿ The unit must be able to operate at different sampling rates (minimum 1 minute interval) depending on its reprogrammable duty cycle. ¿ Cellular (GSM) technology will allow the device to frequently upload large batches of telemetry data to the Internet at considerably lower costs compared to satellite transmitters. If cellular coverage is unavailable at a given location, the unit must store data until it returns to a coverage area. The cellular communication technology should also allow for remote reprogramming of the device.
