Description
NASA/GSFC has a requirement for an X-ray back-illuminated CCD camera to measure X-ray diffraction from X-ray mirrors. The CCD shall have a 13.5 x 13.5 m pixel size and a 27.6 x 27.6 mm imaging area and provide a 16-bit dynamic range. The CCD will need to be placed and be operated inside the existing vacuum chamber, in order to scan widely scattered X-rays. For this purpose the CCD will be placed on an existing movable stage (a 20 mm travel linear stage) inside the vacuum. The CCD size (part goes inside the vacuum) shall be less than about 80x60x120 mm (without any cables, tubbing). The CCD shall have a TEC system which cools the CCD down to - 50 deg C or so and an electrical feed through for a vacuum flange. It shall be controlled by our computer through a USB connection (a controller can be outside the chamber). NASA/GSFC intends to purchase the items from Princeton Instruments, pursuant to FAR 13.106, for the acquisitions for supplies or services determined to be reasonable available for only one source. The custom made software was already developed using Princeton Instruments software, PVCAM. The new CCD camera shall be compatible with the PVCAM in order to avoid additional software development. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the Shawn Watts, shawn.g.watts@nasa.gov no later than 2:00 p.m. local time on September 29, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
