Description
The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement Contract N00019-12-G-0006 with the Bell-Boeing Joint Program Office on an 'other than full and open' competitive basis to address the Non-Recurring Engineering (NRE), qualification, test and delivery of seven V-22 Aerial Refueling S ystem (VARS) Retrofit Kits to support flight test and an initial operational trial period. The requirement is for tanker mission kits that can provide refueling capability for fixed, tilt and rotary wing aircraft. This is a two phase effort described as Initial Operating Capability (IOC) phase and Full Operational Capability Phase (FOC) phase. This system shall be capable of providing fuel from the Mission Auxiliary Tanks (MATs) and the organic fuel system (FOC only). Because the kit development effort builds upon the NRE results initially begun under the Basic Ordering Agreement for Engineering & Technical Support Contract, N00019-12-G-0006-0089, Bell-Boeing is the only responsible source with the requisite knowledge of the design, fabrication, performance and operational characteristics of the V-22 Tilt Rotor aircraft required to deliver & install these kits into the subject configuration. Bell-Boeing is the sole developer, designer, and manufacturer of the V-22 aircraft. As such, Bell-Boeing is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort with the required schedule and Bell-Boeing is the only responsible source to perform retrofit kit installations. Bell-Boeing is the sole source managing database requirements for the V-22.
