- Request for Information (RFI) The purpose of this Request for Information (RFI) is to gather information from industry on establishing a Commercial service for the purchase of Inventory Locator Service (ILS) software support which shall include all of the following features for Defense Logistics Agency (DLA) Aviation. This maintenance support is to provide continuing support for the proprietary software accessed through a web link available on DLA desktops that includes all of the following: •· Extensive US Government Procurement History - View Procurement History sources and prices for current and historic NSNs and instantly link to suppliers who have the needed item in stock. •· On-site Supplier Inventory Reviews - Inventory reviews are conducted by ILS personnel periodically. Vendor quality is a substantial issue within the Government supply system, and ILS is the only company that vets their suppliers for accuracy and quality. Vendors are chosen randomly for reviews. ILS field staff review several companies per month. If the vendor's physical inventory does not match what is listed on ILS, they are given 30 days to rectify the situation, or are removed from listing on ILS. •· Trace and Certification - ILS has implemented a program with suppliers to show real time inventory by integrating into supplier supported date fields. Additional data fields include options to provide trace information, certification data, a purchase icon or other fields selected by the vendor. •· Training -ILS provides on-site and or WebEx training. •· Boeing Inventory - As a Boeing-owned subsidiary, ILS provides Boeing inventory listings. •· GIDEP (Government and Industry Data Exchange Program) Data - ILSmart links to GIDEP. GIDEP reports include suspected counterfeit reports, End of Life notices and other reported part data managed by GIDEP. •· Turbolink-The ability to link directly to IHS/HAYSTACK. HAYSTACK is a logistics tool used by engineers and logisticians in researching parts to be used in repair and production applications. HAYSTACK helps the user determine what part to use, ILSmart will tell the user what vendors have current stock. The IHS/ILSmart Turbolink can improve productivity as less time is lost logging in between the two systems. •· Government Suppliers Listing Program (G-listers)-Certain ILS vendors meeting specific requirements may G-list. These companies have a CAGE Code, are currently SAM registered, accept Government credit cards, guarantee that their material is new or new surplus, and are required to ship within 72 hours on receipt of a credit card charge. Some G-listers are commercial, and some are branches of the military listing surplus stock. •· Inventory Updates-All standard inventory listings must be updated every 30 days. G-listers are required to update stock within 72 hours of a sale. •· Message Broadcasts-Postings for urgent part requirements on parts which may not be in the database, or announcement of special items for sale, disseminated to 10,000 customers immediately. •· Manufacturing Capabilities-Companies who do not have stock on hand, but can manufacture to spec for the cited part are listed as M-listers, so designated on Government responses. · Cross Referencing-Clients can search the ILS database using Manufacturers Part Numbers, NSNs, NIINs, Mil-Specs or model numbers. The input number is cross-referenced to output a listing of all parts that relate back to the attendant NSN. Responses can be sorted by vendor company, part number, or condition code. •· Overhaul Database-Over 630 Licensed facilities approved by the FAA, CAA and/or JAA. Overhaul items are so indicated on a part number response. This enables buyers to find additional sources. • •· Company Profiles-Clients can search company information of 4,000 suppliers to review types of products sold, serviced and manufactured, predicated on type of company, company name, lines carried, and part type. Clients can click on company name to retrieve profiles when looking at inventory listed. •· NATO Part Number Integration - a. NSNs codified by countries other than the United States. b. Includes list of countries using the NSN c. Reference part numbers related to NSNs d. Includes certain logistics codes e. CAGE code detail information. This proprietary software is protected by copyright and registered trademark laws. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid), or obligation on the part of the Government to acquire any products or services, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. This RFI is prepared for planning purposes only and is not restricted to small business. If the Government decides to pursue an RFQ, portions of your RFI response may be incorporated into the Statement of Work (SOW). Sources are discouraged from submitting any information deemed competition-sensitive or proprietary. However, if sources elect to submit competition-sensitive or proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned. After review of the responses to this RFI, the Government may or may not proceed with an acquisition. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
