- This DRAFT Request for Proposal (RFP) serves as preliminary notice of a future solicitation. An award will not be made from this action and solicitation is subject to change. US Army Core of Engineers (USACE), Sacramento District will be requesting proposals for a Design-Build General Construction contract. This design-build project will upgrade the electrical distribution system for the existing single story DECC building 891 at Hill Air Force Base. The project shall be designed and constructed within the criteria prescribed in the Statement of Work (SOW) and specifications. This project is intended to provide a redundant power source consistent with DISA DECC architectures conforming to a Tier III datacenter configuration for essential electrical distribution that serves Heating, Ventilation and Air Conditioning (HVAC) and house loads. This requirement will be pursued as a Total Small Business set-aside, limited to Utah based small businesses only. The solicitation will be advertised in accordance with FAR 36.3 entitled, "Two-Phase Design Build Selection Procedures". ***Please note site visit is scheduled for 08 October 2015 at 0800. See section 00 21 00 - Instructions, clause 52.236-27 of draft solicitation for further information and access requirements. Site visit will take place regardless of actual solicitation date.***
