Description
This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation VA248-15-Q-1816 is being issued as a Request for Quotation (RFQ) to provide regularly scheduled armored car courier services to the VA Caribbean Healthcare System (VACHS) in Puerto Rico. All provisions and clauses incorporated in this notice are those in effect through the Federal Acquisition Circular, FAC 2005-84; effective September 3, 2015. This requirement is not set aside for the participation of a special class of contractors. This is an unrestricted acquisition. The North American Industry Classification System (NAICS) code is 561613 - Armored Car Services and size standard is $20.5M. The provision at 52.212-2, Evaluation -- Commercial Items, is not applicable to this acquisition. Award will be made on the basis of price only to the offeror who provides the lowest evaluated price. Price evaluation approach: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by using the prices offered for the last option period to determine the price for a 6-month option period, which will be added to the base and other option years to arrive at the total price. Evaluation of options does not obligate the Government to exercise them. It is expected that the competitive nature of this acquisition will drive price reasonableness, and realism; however, the government reserves the right, if it deems appropriate, to make these determinations by means of one or more price analysis techniques. The Government contemplates award of a Firm Fixed Priced contract. A single award will be made. A Bilateral Purchase Order will be signed to form a contract.
