Description
This is a pre-solicitation notice for Plating Shop Renovation, Building 3001, Tinker Air Force Base, Oklahoma: W912BV-15-R-0093. The previous solicitation pertaining to this notice, W912BV-15-R-0053, was canceled due to changes in selection factors and going from a two-phase to one-phase selection process. The actual solicitation will be posted no earlier than 10/9/15 and before 10/20/15, with proposals due approximately 30-days later. This is a single-phase, design-bid-build (fully designed by government contracted A/E firm), construction contract solicitation with full and open competition, a rough order of magnitude of $10,000,000.00 to $15,000,000 and an estimated 730-day period of performance. Final award scheduled for February-March of 2016. This project involves renovating the existing 40,000 square foot plating shop located within Building 3001, including: new chemical process tanks (approximately 180 tanks); replacing the operating floor; replacing roof-mounted scrubbers/exhaust fans; and recoating the entire shop. As part of this effort, power, lighting, Reverse Osmosis (RO) water system, process controls and other utility systems supporting the process lines will require modifications and replacement. The new process lines are as follows: Chrome Plating Nickel Plating Prep and Neutralization, including Alkaline Cleaning, Neutralization and Black Oxide Electroless Nickel Wax Removal Stripping MG Coatings Alodine and Anodize Zinc Nickel Chromate Copper/Nickel/Silver Borazon Phasing will be an important aspect to the project. The project will be constructed in multiple phases, each focusing on particular process line areas. It is important to note that all plating shop activities will be operational throughout construction. Demolition in a particular process area will not occur until the new duplicate process area is installed and operational. The design documents will outline the specific requirements for the phasing of the demolition and construction. An additional area located adjacent to the Plating Shop, called the Wax/Dewax Shop, will receive some renovation. This work includes: temperature elements and steam valves to be connected to the new plating shop process control system; removal of a degreaser system; renovation of controls on two ovens; replace two dry blast cabinets with four new cabinets; and replace overhead lighting. A new process instrumentation and control system will be installed for the plating shop tank processes, ventilation, and utilities. The new system will allow process history to be recorded. Wax tank temperature elements and steam valves as well as oven controls in the wax/dewax area will also be connected to the system. This will include fully redundant central programmable logic controllers (PLC) to serve the entire shop. Human machine interface (HMI) graphic terminals and software will be provided to allow part tracking and all process functions related to individual parts. Input/output (I/O) panels will be provided throughout the plating shop operating floor for connection of analog and digital devices. Instruments to be connected include: temperature elements, conductivity elements, level elements, control valves, pressure transmitters, utility meters, stack lights and horns. Current and voltage for each rectifier will also be recorded. A small business subcontracting plan will be required.
