Description
The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) plans to conduct an Industry Day for the Mission Systems Operations Contract (MSOC) acquisition. JSC is hereby soliciting firms to attend this event on Tuesday, November 3, 2015 at the NASA/JSC Gilruth Recreation Center, Alamo Ballroom. The Industry Day presentation will be held from 9:00 a.m. to 12:00 p.m. CST. NASA personnel will be available for one-on-one communication opportunities following the Industry Day presentation. One-on-one meetings will be scheduled from 1:00 p.m. CST to 5:00 p.m. CST on Tuesday, November 3, 2015 and from 8:00 a.m. CST - 5:00 p.m. CST on Wednesday, November 4, 2015 and Thursday, November 5, 2015. JSC is considering follow-on activities to the current Facilities Development and Operations Contract (FDOC), NNJ09HD46C, ending September 30, 2017 and the Space Vehicle Mockup Facility (SVMF) element of the Neutral Buoyancy Laboratory (NBL)/Space Vehicle Mockup Facility (SVMF), NNJ10HD35C. A Request for Information (RFI) synopsis was posted on September 24, 2015, under the Reference Number NNJ16100117L, requesting industry information to consider as part of the decision making process for this procurement. Also, the current FDOC and NSOC statements of work are posted on the MSOC procurement website in the Technical Library. It is the potential offerors responsibility to monitor this website for updates. A summary and a list of functions for the current FDOC and NSOC/SVMF contracts are as follows: FDOC Summary FDOC provides technical, managerial, and administrative work needed to ensure the availability, integrity, and reliability of mission operations facilities supporting NASA space flight programs requiring mission operations support. For this contract, facility is defined as the systems and subsystems of integrated hardware, software, data, and displays used in the preparation for and performance of mission operations. The term facility does not refer to brick and mortar buildings or building functions, such as lighting, environmental control, and janitorial services. The current FDOC contract consolidates efforts across the mission operations support facilities (Mission Control Center Systems (MCCS), Training Systems (TS), Operations Technology, and User Applications) in order to maximize synergy for hardware and software development, modification, sustaining, maintenance, reconfiguration, and operations. Key FDOC contract functions include: Common Facility Support - Management, administrative, and business overhead Development and Modification (Hardware and Software) - Change to the facility configuration including new capabilities, expansion or deletion of existing capabilities and/or services. Sustaining/Maintenance of existing facility capabilities - Change to the facility configuration including updates, anomaly resolution, and preventative maintenance actions. Facility Operations Support - Service and support provided to ensure configuration and availability of the ground hardware and software support systems. Network Support - Engineering support services to the MCCS ground systems for communications network integration Security - IT and Cyber Security - Communications Security (COMSEC) Support MCCS and Ellington Field Key FDOC contract content not to be continued as part of the MSOC contract: FOD Office IT Support covering: - Help desk support for office personal computers - User and contractor-installed custom and COTS software tools - Procurement, installation, administration, and maintenance of FOD office environment server hardware and software systems providing file, web, database, printer and print services for business office environments. NSOC/SVMF Summary: The SVMF uses full-scale vehicle mockups, flight-like trainers, engineering test articles and environmental simulators to provide a unique environment that closely emulates the physical characteristics of crewed spacecraft. It provides capabilities for astronaut training, real-time mission trouble-shooting, mission development, flight procedures development and verification, flight vehicle sustaining engineering and developmental engineering analysis. The SVMF also has visibility to NASA management, the media and the general public. This contract provides International Space Station (ISS) Plan-Train-Fly (PTF) mission operations and spaceflight operations capability development associated with the Orion program and future space flight programs. The SVMF supports organizations outside of FOD. These include other JSC Directorates (e.g., Engineering, Space Life Sciences, and Public Affairs), and other NASA field centers (e.g., KSC, MSFC). The mockups used in the SVMF are full-scale (1:1) models of spacecraft or spacecraft components. Depending on their purpose, mockups can vary from low fidelity, which models the basic volume and shape of the spacecraft/component, to high fidelity which very closely matches the look and feel of the spacecraft/component. Mockups can be built to last briefly (e.g., for short-term engineering evaluations) or for many years. SVMF mockups often use steel and aluminum in addition to composites and plastics. Key NSOC/SVMF contract functions include: Space Flight Training - Training of personnel either as crew or ground team. - Real-time mission support for on-orbit contingencies. Mission Development - Creating products for the development of future mission activities. Vehicle Sustaining Engineering - Supporting development of new or modified equipment for flight vehicles. Developmental Engineering Analysis - Providing tools, facilities, and personnel for the conduct of engineering tests. Public Affairs - Facilitating the communication of the JSC mission to the public with tours visiting the building and public affairs events being conducted on the floor and occasionally inside the mockups in the facility. Sustaining Engineering - Providing project planning and estimation, requirements definition, discrepancy analysis and anomaly resolution, system safety, and specialty engineering. Information concerning the MSOC procurement and schedule may be viewed at the following website: http://procurement.jsc.nasa.gov/msoc/ GOALS: The goals of MSOC Industry Day are to: 1.Share the Governments current vision and objectives for FOD. 2.Provide information on the current FOD contracts for FDOC and NSOC/SVMF. 3.Promote competition on future FOD contract(s). 4.Seek industry input to improve the future Request for Proposal (RFP). MSOC Industry Day is open to all firms that are interested in pursuing contracting/subcontracting opportunities on the MSOC procurement whether they have performed work at JSC or not. All interested parties are encouraged to participate. No tours will be conducted as part of this Industry Day. Interested parties are encouraged to submit written questions following the MSOC Industry Day presentation. A copy of the Industry Day presentation charts and the official answers to questions will be posted to the MSOC procurement website after the Industry Day event. ONE-ON-ONE SESSIONS: To facilitate interactive communications with industry, NASA personnel will also be available for private one-on-one meetings via teleconference in conjunction with the MSOC Industry Day. The purpose of these one-on-one meetings is to provide industry with the opportunity to better understand the existing requirements under MSOC and to allow industry an opportunity to provide input related to the MSOC procurement. The one-on-one meetings are intended to be question and answer sessions in which neither side will be making a formal presentation. Any company may request a one-on-one meeting, regardless of whether they are interested in proposing as a prime contractor or subcontractor. Meetings will not exceed 25 minutes in length. The one-on-one meetings can be either in person or via teleconference. Appointments will be scheduled every 30 minutes between 1:00 p.m. CST to 5:00 p.m. CST on November 3, 2015, 8:00 a.m. CST to 5:00 p.m. CST on November 4 and November 5, 2015 in designated rooms at the Gilruth Center. No recording devices are permitted during the Industry Day presentation or one-on-one meetings. Guidance for conduct during the One-on-One communications is attached to this posting as Attachment 1: One-on-One Communications with Industry Guidance. Should the number of firms requesting meetings exceed the times available on November 3, 4 & 5, other meeting times will be arranged as soon as is practical.
