INVITATION FOR VENDOR INDUSTRY PARTICIPATION PERTAINING TO THE MEDICAL SURGICAL PRIME VENDOR CATALOG (MSPV) BLANKET PURCHASE AGREEMENTS (BPAs) AND CONTRACTS FOR THE DEPARTMENT OF VETERANS AFFAIRS (VA) BACKGROUND: The Department of Veterans Affairs (VA), Strategic Acquisition Center (SAC), is providing an invitation to interested parties to participate in an online Industry Day on October 6, 2015 at 2:00pm EST. The initial submission of questions/comments, the presentation of information/responses, as well as any subsequent submission of feedback/comments from contractor community is considered an exchange of information for purposes of improving industry's participation/competition in VA's Next Generation MSPV Catalog Program. The planned exchange of information seeks to improve the understanding of VA requirements and industry capabilities, thereby allowing potential interested parties to judge whether or how they can satisfy the VA's requirements, and enhance VA's ability to obtain quality supplies and related services, at reasonable prices. Additionally, the planned exchange with industry seeks to increase efficiency in proposal and/or quotation preparation, evaluation, negotiation, and contract award/agreement. A two (2) hour agenda is planned during which SAC personnel will introduce the following topics: 1.Veteran's Health Administration's (VHA) MSPV Catalog Mandatory Usage Policy Memorandum; 2.MSPV Next Generation Catalog procedures; 3.A listing of proposed MSPV Catalog requirements; 4. The transition plan for pre-existing MSPVs Catalog BPAs previously awarded by the National Acquisition Center (NAC) to the SAC's MSPV Next Generation Catalog; 5.Highlighted changes/improvements being introduced with MSPV Next Generation Catalog; and, 6. Solicitation timetables. Industry Day questions/comments pertaining to VA's Next Generation MSPV Catalog Program are welcome and must be submitted at the time of online registration. Any late submission of questions/comments may not necessarily be addressed during the Industry briefing. (Please refer to registration directions below). DESCRIPTION OF REQUIREMENT: VA manages the United States' largest integrated healthcare system. Accordingly, VA requires the acquisition of both Federal Supply Schedule (FSS) consumables and non-FSS consumables in support of the Next Generation Medical/Surgical Prime Vendor (MSPV) Program catalog (hereafter referred to as the "MSPV Catalog"). The MSPV Program and MSPV Catalog is a partnering effort between VHA and VA Office of Acquisition, Logistics and Construction. The intent of the MSPV Catalog is to streamline procurements of Medical, Surgical, Dental, Environmental Medical Supplies (EMS) and Laboratory consumable commodities purchased in support of the MSPV Program in order to build and support the MSPV Catalog; a cornerstone to the success of the MSPV Program. Currently, items are added to the MSPV Catalog through the establishment of agreements with contractors and are delivered via the current MSPV Program contractors. The Next Generation MSPV Program seeks to significantly improve efficiencies and cost savings for both the vendors and VA by simplifying product selection, solicitation, evaluation, and award. Registration is on a first-come, first-serve basis. Registration closes at 12:00 noon EST on October 1, 2015, or when all available Adobe Connect lines are registered.
