- Instructions to offerors The Contractor shall provide to the U.S. Government the new vehicles as described on this RFQ for the stated firm fixed price. Fur- ther, the Contractor shall properly perform the pre-delivery inspection on the vehicles and deliver them to the location set forth in Section below (Place of Delivery), of this contract. The firm fixed price shall include the vehicles, pre-delivery inspection, certificates of origin, operator’s manuals and warranty certificates. All manuals shall be furnished in the English and French language.
