- The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Raytheon Company, 1151 East Hermans Road, Tucson, Arizona 85734, for a five-year follow-on engineering services contract. The scope of the contract will include continued specialized engineering and technical services (ETS) in support of the STANDARD Missile program including systems engineering, design agent services, and engineering technical services (which could include evaluation, component improvement, and production proofing services). Raytheon is the sole manufacturer of the STANDARD Missile and the only company with the requisite expertise, knowledge, experience and facilities necessary to meet ETS requirements for the STANDARD Missile program. Companies interested in subcontracting opportunities should contact Raytheon Company directly. Interested parties have until close of business, 17:00 Eastern Time, 16 October 2015 to submit inquiries, referencing solicitation number N00024-16-R-5410. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals received within forty-five days after publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
