- The Department of Defense (DoD), Department of the Navy (DoN), Naval Criminal Investigative Services (NCIS), hereby gives notice of intent to award a Sole Source Commercial Buy contract under the authority of FAR Part 6.302-1(a)(2)(ii) ¯Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements ¯, to New York Metropolitan Transit Association (MTA), Bridges and Tunnels Authority, PO Box 15185, Albany, New York 12212-5185 for the following services: FY16 EZ Pass toll system use and transponders. Our intentions are to issue a base year contract with 4 option year contracts. This notice of intent is NOT a request for proposals or quotations. No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83 dated August 3, 2015 and DFARS Change Notice 20150626. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code for the proposed contract action is 488490, which has a business size standard of 1500 employees. Interested parties may identify their interest and capability by responding to this requirement via email in Microsoft Word format with a file size less than 5MB to Mignon Thoreson, Purchasing Agent, via email: ncis_code11b_acteam@navy.mil, Subject Line: Response to NOI N63285-16-SU-NE008 no later than 2:00 pm EST, 28 September, 2015. All information submitted should support the offeror ™s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror ™s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award.
