Description

SOURCES SOUGHT County Benefits Application and Service Program for Veterans (Document Preparation for Medical Assistance for Veterans to County Offices) This is a Sources Sought request by NCO 23 Minneapolis Contract Office in Minneapolis, Minnesota for the Minneapolis VA Health Care System for qualified vendors to submit Capability Statements regarding their qualifications and capabilities for a potential procurement involving document preparation and submission of completed applications for medical assistance to Veterans to County offices. The vendor would assist at the direction of VA staff in preparing and submitting necessary documents for approval to counties for Veterans to obtain medical assistance services through the counties in which they reside. This Sources Sought notice is issued for purposes of market research only and to identify vendors, collect capability statements and other helpful information for a potential procurement. Vendors would be required to service Veterans in multiple States throughout the country. Vendor services would assist in streamlining the application process for Veteran submissions to counties. Security clearances would be required for workers, because the procurement would involve working with confidential Veteran medical and financial information. The selected vendor would cooperate with VA staff in the referral process of appropriate Veterans for application and approvals at the direction of VA staff. The services would include, but not be limited to: (i)Corresponding / communicating with Veterans and their family members for potential acceptance into community-based and funded programs; (ii)Acquiring documentation; (iii)Conducting necessary interviews (which may require travel to personally interview veterans); (iv)Acting as a liaison between the Veteran and potential service agencies; (v)Verifying documents and other obtained information; submitting to the approving authority a complete and correct application; (vi)Tracking the application packet to monitor approval status; and (vii)Other like areas used in the application and approval processes Vendors would be required to process approximately 10-15 applications to counties per month. The contract would possibly be for five (5) years (one (1) base year with four (4) options to renew at the sole discretion of the Government). The majority of applications would be within the general VISN 23 area. However, the vendor need not be located in Minneapolis, Minnesota, but the services can be provided at any location throughout the United States.
