- The Army Contracting Command- Redstone Arsenal intends to issue an award to Intuit, Inc., on a sole source basis, under authority of FAR 6.302-1, for 8,981 existing licenses and maintenance for the QuickBase brand of software, made by Intuit to be utilized at the U.S Army Headquarters, Army Material Command, located at Redstone Arsenal, AL 35898. This is a combined synopsis and solicitation for 8,981 existing licenses and maintenance for the QuickBase brand of software, made by Intuit. This is a follow-on requirement. The use of QuickBase started in FY07 to satisfy the need for AMC to have a command-wide automation, standardization, and synchronization of AMC business processes and associated tools to achieve economies of scale, significant productivity gains, and informed decisions, and has been in use ever since. The QuickBase tool integrates a best of breed commercial-off-the-shelf (COTS) database, knowledge management, program management, and dashboard solution to provide AMC leaders and staff a lean-focused Decision Support environment, which consists of a web-based data repository, knowledge management, dashboard, as well as, automated business routing, notification, and tracking capabilities. AMC uses QuickBase for task management, social events roster, workforce personnel management programs, surveys, and data calls across the command to over 60,000 users. QuickBase is used to automate activity tracking, resource tracking, personnel data, military personnel data and personal information, surveys, reporting, and status visibility. A sole source purchase to Intuit Inc. is the only viable option for this requirement. The software licenses and maintenance are only available directly from the application designer, Intuit, Inc. These services need to maintain the existing and widely used applications that have been configured in QuickBase and no other company is available that can provide the upgrade for this instrument. Due to the specific product as noted herein, Intuit, Inc is determined to be the only contractor who can meet the need of the Army Mission at this time. The QuickBase is a specific product is essential to meet the government's requirements and market research indicates that other products do not meet, or cannot be modified to meet the agency's need. The product description includes: PRODUCT DESCRIPTION Description QTY QuickBase Enterprise Licenses 8,981 (Existing Licenses) Service Period 9/30/2014-9/29/2015 Terms: net 30 No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, it is a request for information and the Government will consider responses received not later than 9:00 a.m. CT on 26 September 2015. Responses shall be submitted to Amelia Flournoy, email address amelia.m.flournoy.civ@mail.mil and shall at a minimum include the following: 1. The name of your company 2. Company DUNS and CAGE Code 3. POC name and contact information 4. The specific service(s) that your company offers that fulfills the same function as the product description to be included on this order or evidence that your company is capable of providing the QuickBase Enterprise Licenses. 5. A description of the product(s) and your company's overall capabilities. It is your responsibility to demonstrate how your product(s) are capable of providing the same support for QuickBase Enterprise Licenses, mentioned above. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
