- The U.S. Army Corps of Engineers - New England District is issuing a Pre-Solicitation Notice for a Blanket Purchase Agreement (BPA) to provide an indefinite quantity of environmental laboratory testing services (soil and rock) to Corps of Engineers project sites within the New England District; MA, CT, RI, NH, and ME. THE WORK CONSISTS OF: Furnish all labor, equipment and materials necessary to perform laboratory testing on various soil and/or rock samples. Services will be rendered to Corps of Engineers project sites throughout New England. The intent of this Blanket Purchase Agreement (BPA) is to provide the government with a cost-effective rapid response way to support the U.S. Army Corps of Engineers' projects. The period of performance of the resulting agreement will be a period of 12 months from the date of award. The BPA Master Limit is $250,000; where no single BPA Call may not exceed $25,000 in total cost. This solicitation will be available on or about 09-OCTOBER-2015. NO ADDITIONAL INFORMATION WILL BE AVAILABLE UNTIL THE SOLICITATION IS RELEASED. The solicitation will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov). In order to view this solicitation, prospective contractors are required to self register their firm with Federal Business Opportunities (Go to http://www.fbo.gov and quote mark register now quote mark under Vendor/Citizens). Amendments, if any, will be available at this Internet site. Registrants are responsible for the accuracy of the information on the registration list. This procurement is set-aside for small business vendors. The applicable NAICS code is 541380 with a Small Business Size Standard of $15,000,000.00. All responsible sources may submit a quotation which will be considered by the New England District.
