- 1. PURPOSE. The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD), Joint Project Manager Nuclear Biological Chemical Contamination Avoidance (JPM NBC CA) is requesting information from industry on their ability to provide engineering, manufacturing, refurbishment, testing, and test support to the Joint Services Lightweight Standoff Chemical Agent Detector (JSLSCAD) Increment 1 product improvement effort. JPM NBC CA will use the information acquired from this Request for Information (RFI) to determine a path forward. The NAICS code for this RFI is 334516. 2. BACKGROUND. JPM NBC CA is seeking to enhance the detection capability of the JSLSCAD through a reduced field of view scanner. Based on previous Government testing, increased range and probability of detection of smaller clouds were achieved by reducing the instantaneous field of view (IFOV) for the JSLSCAD Scanner. The resulting Enhanced Detection Scanner will be incorporated into the existing Technical Data Package (TDP) for Increment I. This effort would require a contractor to refurbish Government-furnished Sensor Electronics Modules (SEM) and develop or refurbish power adapters to support the Enhanced Detection Scanner testing. The contractor will manufacture up to twenty (20) systems by integrating the Enhanced Detection Scanner with the refurbished SEM and power adapter. The Government will test the approved JSLSCAD system with contractor technical and test support. 3. SYSTEM DESCRIPTION. The JSLSCAD is a fully automatic, line-of-sight, standoff, passive, chemical agent detector. The JSLSCAD provides real time, on the move, 360-degree coverage from a variety of land and vehicle platforms at distances of up to 2.0 kilometer under certain environmental conditions. The JSLSCAD is capable of day and night operation by local or remote operator command. The JSLSCAD provides visual and audible indicators of nerve, blister, and blood chemical agent vapors, displaying the chemical agent type or sub-class and relative position of the detected chemical agent. The JSLSCAD configuration consists of a Scanner Module with an IFOV of 1.5 degrees, Sensor Electronics Module (SEM), Power Adapter, and Operator Display Unit (ODU) (see Figure 1 attached). 4. REQUESTED INFORMATION. The Government is requesting information from industry that details the company's capabilities in providing engineering, manufacturing, refurbishment, and test support tasks listed below. Each potential contractor will be expected to provide information to support the ability to provide experience and expertise with chemical detectors in the areas of engineering, manufacturing, technical support, and test support. The Enhanced Detection Scanner must integrate with the SEM and have no impact to the form, fit, and function on the Stryker NBCRV. JSLSCAD will be implemented to provide the target audience with enhanced detection. JSLSCAD Increment I program may release an RFP to obtain engineering, manufacturing, refurbishment, and test support services in support of this product improvement in FY 17. The JSLSCAD shall meet the following form, fit, and function requirements: a. Scanner Module: The Government is requesting information from potential contactors regarding capability to redesign, engineer and manufacture Increment I JSLSCAD's scanner from 1.5 degree IFOV to no more than 0.5 degree IFOV while meeting the Enhanced Detection Scanner performance specification (Attachment 1). The approved Enhanced Detection Scanner will be engineered and manufactured to produce up to twenty (20) scanners that must integrate with the refurbished SEM to support testing by the Government. b. Sensor Electronics Module (SEM) The Government is requesting information from potential contactors regarding their engineering and manufacturing capability to refurbish up to twenty (20) SEMs. The refurbished SEMs shall meet the requirements in the SEM's performance specification (Attachment 2) and integrate with the Enhanced Detection Scanner. The Government will provide SEMs from JSLSCAD systems built during Engineering and Manufacturing Development (EMD) and Low-Rate Initial Production Phase (LRIP) phase of the JSLSCAD Increment I program. c. Power Adapter The Government is requesting information from potential contractors regarding their capability to design and build new power adapters or refurbish Government-provided power adapters for the current JSLSCAD systems. For estimation purposes, the contractor may assume a quantity of twenty (20), built IAW the power adapter performance specification (Attachment 3). d. Qualification Testing Support The Government is requesting information from potential contractors regarding their capability to conduct Qualification testing or support the Government during Qualification Testing of the Enhanced Detection Scanner. 5. INSTRUCTIONS TO RESPONDENTS. a. CONTENT. At a minimum, responses to this RFI should include: i. Engineering and manufacturing ability to accomplish the following; 1. Scanner Module improvement, a. General description of the engineering capability, b. General description of manufacturing capability. 2. SEM refurbishment, a. General description of the engineering capability, b. General description manufacturing capability. 3. Build or refurbish power adapter: a. General description of the engineering capability, b. General description manufacturing capability. 4. Qualification Testing and Test Support a. Describe the company's capability to conduct and support qualification testing sufficient to verify conformance to the performance specification for the Enhanced Detection Scanner. ii. Joint Service Lightweight Standoff Chemical Agent Detector Enhanced Detection Scanner 1. Can your company design and manufacture an Enhanced Detection Scanner that would meet the characteristics listed in the performance specification (Attachment 1) provided by the Government? If so, please provide: a. General description of the system described in paragraph 4.a. b. Description of the design, development, and testing needed to develop a system that meets the characteristics listed in the Enhanced Detection Scanner performance specification (Attachment 1). Please include estimated development time and associated risks. 2. Can your company refurbish SEMs that would meet the characteristics listed in the SEM performance specification (Attachment 2) provided by the Government. If so, please describe your approach to refurbish the SEMs to meet the requirements of the SEM's performance specification (Attachment 2) as described in paragraph 4.,b. Please include estimated time to complete and associated risks. 3. Can your company redesign and manufacture a Power Adapter that would meet the characteristics listed in the performance specification (Attachment 3) provided by the Government. If so, please describe the company's approach to design and manufacture a Power Adapter IAW the performance specification (Attachment 3) as described in paragraph 4.,c. Please include estimated development time and associated risks. 4. Qualification Testing and Test Support: Can your company conduct and support qualification testing sufficient to verify conformance to the performance specification for the Enhanced Detection Scanner? If so, please describe the company's approach and in-house testing equipment. 5. Provide a ROM cost estimate for each task listed for engineering, manufacturing, refurbishment, and testing. This cost estimate is not binding. For cost estimate purposes only, the contractor may assume cost plus contract. b. FORMAT i. Submission. Respondents are encouraged to prepare a response that closely adheres to the following format: All responses shall be unclassified. The document format shall be either Microsoft products (.doc,.docx, xls, ppt, etc) or Adobe PDF format. Response shall be provided as an electronic document or PDF and IAW 12 pt. font, 1 inch margins, and 8.5" by 11" paper and shall not exceed ten (10) pages in length excluding images, data displays, charts, graphs, and tables for the JSLSCAD and not to exceed fifteen (15) pages including images, data displays, charts, graphs, and tables for the JSLSCAD. Each respondent shall email an electronic copy to Alex.m.schupp.civ@mail.mil. All submission must be provided by the due date. ii. Disclaimer and Important Notes. This RFI does not constitute a Request for Proposal (RFP), Broad Agency Announcement (BAA) or a promise to issue an RFP. The Government will not pay for costs associated with developing a response to this RFI, nor does it commit the Government to enter into any contractual agreement. JPM NBC CA may issue a solicitation for this requirement in the coming months. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's capabilities. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Although it is highly encouraged, not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. Proprietary, confidential, privileged commercial or financial information submitted in the RFI response should be marked accordingly to ensure appropriate handling and disposition by the Government. No classified information shall be submitted in the RFI response. Only Government personnel will have access to information marked as proprietary. Responses should be submitted as indicated above and, at a minimum should include: RFI title, company name, address, telephone number, facsimile number, website address (if available), and type of business (large or small), DUNS number, Cage Code, Facility clearance (Yes or No), information paper addressing the areas of interest listed above, brochures, published technical specifications, and 3rd party performance verification.
