- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is N55236-15-Q-0203 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit quotes.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-09-28 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Statement of Work. The NAVSEA - SWRMC requires the following items, Brand Name or Equal, to the following: LI 001: Provide one (1) Magnaflux AD-2045 wet horizontal magnetic particle machine or equal, to include delivery to shipping address., 1, EA; LI 002: Must pass initial calibration and acceptance testing by SWRMC prior to accepting machine. For calibration MT machine meter reading must be within plus or minus 5% or 50 amperes, from the current measured by the calibrated test meter., 1, EA; LI 003: The magnetic particle machine shall adhere to the following maintenance manuals: (a) NAVSEA T9074-AS-GIB-010/271, Requirements for Nondestructive Testing Methods (b) AD-700A1-MDB-000, RAST Systems Maintenance, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, NAVSEA - SWRMC intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAVSEA - SWRMC is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof. The applicable NAICS code is 334519 Other Measuring and Controlling Device Manufacturing. a)4000 amp AC/5000 amp FWDC magnetizing current capability at contact and able to fully calibrate in this range and must meet requirements for shot duration (1/5 of a second minimum) using calibrated shot duration timer. b)5600 amps AC at peak or 7000 amps DC at peak. c)Duty Cycle 5% at maximum machine amperage for 4-6 hours of use. d)Be able to pull the required sensitivity on both the ketos ring and pie gage. e)Has a 12-16" coil size (12" is current). f)Have Demagnetization capabilities - One touch decaying AC. g)Equipped with inspection enclosure with black curtains, ventilation fan, white light, theatre style easy access through front curtain, and black light with adjustable mount. h)Used with fluorescent particles in a water bath (14A redi-bath current). i)Able to insect small part: 3" x ", weight of 1b. j)Able to inspect large parts: 52" x 8", weight of 40 lbs. k)Able to operate with current available air pressure of 60-80 psi (can be reduced). l)Able to operate with current parameters: 600 Volts, 1 phase. m)Must pass initial calibration and acceptance testing by SWRMC prior to accepting machine.
