- This is NOT an announcement for a forthcoming acquisition, but is an informational announcement and an invitation to interested U.S. entities not already participating in the VICTORY standard-specification initiative to consider participation in an upcoming Technical Interchange Meeting. The term "VICTORY" stands for "Vehicular Integration for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance/Electronic Warfare (C4ISR/EW) Interoperability," which is an initiative to develop, validate, and maintain a set of open standard specifications to improve the integration approach for C4ISR/EW and related mission equipment on military ground platforms. VICTORY standard specifications are developed for multi-vendor implementation, and the initial set of specifications is already being implemented in numerous Army and Marine Corps systems, as well as by commercial vendors. VICTORY standard specifications are developed within a Standards-Body process including both Government and Industry members, and the development effort is ongoing. The VICTORY Standards Body is encouraging additional Federal Government and defense-industry partners to join this specification development effort. The next VICTORY Face-to-Face (F2F) Technical Interchange Meeting (TIM) will take place for a duration of one day, on October 15, 2015. A no-host social will be held after the TIM. The focus of this TIM is three-fold: 1) continue the on-going working group discussions, 2) engage new industry partners and Government agencies to participate in the Standards Body; and 3) share information on lessons learned by organizations engaged in the implementation of the VICTORY standards. Attendance at the meeting is limited to U.S. Government personnel and U.S. Government contractors only (security clearance submission is not required). Any interested industry party who is currently not an active U.S. Government contractor can still register for the event; however, such registration requests will be evaluated on a case-by-case basis. The meeting will take place in the continental U.S.; the location information and meeting start time will be provided via email once registration request is approved by the VICTORY Standards Support Office (VSSO). Advance registration, no later than Monday, October 12th, is requested. Potential registrants who are current working group members, or government employees, or current government contractors, can register electronically, by going to this website: http://www.VICTORY-standards.org Then click on "Face-to-Face Meetings" in the list of options on the left side of the screen. Then click on the "Register" button at the bottom of the resulting screen. Select the appropriate attendee type from the drop-down menu in the center of the page, then click the "Submit" button to access the appropriate registration form. Formal membership in the Standards Body is NOT a requirement for participation in either VICTORY activities or acquisitions citing VICTORY standards unless explicitly called for in program-specific documents released by a contracting agency.
