Description
NAVSUP Fleet Logistics Center Norfolk intends to issue a Request for Proposal (RFP) N00189-15-R-0102, for the acquisition of Hazardous Waste Collection services, under North American Industry Classification System (NAICS) 562112 to support the Navy Munitions Command, 160 Main Road, Yorktown, VA 23691-5111. This requirement will result in a non-competitive award to J. L. Shepherd and Associates, Inc. 1010 Arroyo Street, San Fernando CA 91340 under the authority of 41 U.S.C. 1901, and FAR 6.302(b)(1). The anticipated contract will be a Firm Fixed Priced (FFP) Purchase Order with a Period of Performance of 30 September 2015 to 28 January 2016. The Navy Munitions Command is requesting disposal/removal services for various types of gamma calibrators. There are nine (9) each calibrators models TS-1216 (A, B, C). The TS-1216 series gamma calibrators were built by J.L. Shepherd and Associates Inc. J.L. Shepherd and Associates is the original Equipment Manufacturer (OEM), and maintains proprietary rights to the units. The contractor shall take possession of the calibrators. The vendor shall extract Mercury and Depleted Uranium (DU) from each unit. The extracted Mercury and Depleted Uranium (DU) from each unit shall be shipped back to the Navy Munitions Command for final recycling in accordance with Navy regulation. However, the radioactive housings will be retained by the contractor for disposal/recycling in accordance with Nuclear Regulatory Commission (NRC) regulations. The contractor shall provide non-personal services in terms of hazardous waste removal in accordance with the Performance Work Statement (PWS). Public safety and the safety of the workforce are indispensable. The Contractor will maintain safe and secure operating locations and be flexible and innovative protecting and preserving physical and environmental assets in accordance with all applicable laws and regulations. The perspective contractor must be licensed in accordance with the Nuclear Regulatory Commission (NRC) regulations. Solicitation N00189-15-R-0102 is anticipated to be issued on or about 28 September 2015.
