Description

This is a NOTICE OF INTENT for solicitation HSSS01-15-Q-0469 that will be negotiated on a sole-source basis, for proprietary products that are manufactured by Berla Corporation. The Government intends to negotiate a fixed-price commercial purchase order with Berla Corporation for GPS forensic systems and equipment that are only available from the manufacturer. Sole-source procurement is authorized in accordance with FAR 13.106-1(b)(1) based on the fact that there is only one source that provides this product. The North American Industry Classification System (NAICS) for this procurement is 334511. The Product Service Code (PSC) for this procurement is 7035. **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, interested parties who believe they can meet the requirements may submit a written proposal that details their specific capabilities relative to the items being procured. Written information must be submitted electronically to Lauren.Edwards@usss.dhs.gov. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee that this requirement will become a competitive procurement. A determination by the Government not to open the requirement to full and open competition, based on response to this notice, is solely within the discretion of the Government. Any response to this notice must be submitted to the contract specialist identified herein no later than 29 September 2015 at 12:30pm EST, after which time, a purchase order shall be issued. Late submissions of interest will not be considered for this procurement, but may be considered for future procurements.
