- NAVSUP Fleet Logistics Center San Diego intends to negotiate and award a firm-fixed price services contract on a sole source basis under the authority of FAR 6.302-1(b)(1) Only one responsible source and no other supplies or services will satisfy agency requirements, with Bell and Howell; 760 S. Wolf Road, Wheeling, IL, 60090-6232; for maintenance and service on a FlexiSort machine, based on the understanding that the FlexiSort is covered under proprietary and confidential patents belonging to Bell and Howell. Service to the barcoder and any parts that are needed to repair the barcoder can only be performed by Bell and Howell because of the proprietary nature of the machine. Bell and Howell have the required knowledge, equipment, expertise, and experience to complete the maintenance and repair on the FlexiSort machine. Place of performance is the contractors site. In order to ensure proper mail service for the command, NRMC requires equipment maintenance and software service for a Bell and Howell FlexiSort Machine. The applicable NAICS code is 811212. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 13:00 Pacific Standard Time on 30 September 2015. All interested parties must demonstrate their appropriate expertise and experience in performing maintenance and delivering software upgrades on a Bell and Howell FlexiSort Machine. All documents shall be submitted to Michael A. Oliva, Contract Specialist, via email at Michael.a.oliva@navy.mil. Anything submitted by phone or fax may not be considered. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
