Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 Description SOURCES SOUGHT NOTICE Reinforce Catacomb Roof for SLS Block 1B Vehicle, Launch Complex (LC) 39B INTRODUCTION The National Aeronautics and Space Administration (NASA) at the John F. Kennedy Space Center (KSC) is seeking capability packages from all interested parties, including Large, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) businesses, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for a potential construction project to Reinforce Catacomb Roof for Space Launch System (SLS) Block 1B Vehicle, Launch Complex (LC) 39B at KSC. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The North American Industry Classification System (NAICS) code for this procurement is 238110, Poured Concrete Foundation and Structure Contractors, with a small business size standard of $15 million. NASA/KSC is considering soliciting and awarding a single firm-fixed price construction contract with an estimated contract value between $1,000,000 and $5,000,000. The period of performance is approximately one-year. SCOPE OF WORK The completed construction of the reinforcement will increase the structural capacity of the existing LC 39B catacomb structure to support program launch vehicles. LC 39B will be undergoing other construction modifications during the performance of this construction project and close coordination with the Governments team will be required. The work for this project includes, but is not limited to, the following: A. The structural reinforcement of the catacombs roof utilizing cast-in-place concrete beams.Beam construction will involve post-installed adhesive anchors, reinforcing steel, galvanic anode installation, and forming and shoring at a ceiling height of approximately 38 feet above the finished floor. B. Construction in the catacombs will be in areas with limited access and workspace due to existing duct, cable tray, up to 84 inch diameter piping, and/or other obstructions. Access to the catacombs includes limited clearances. C. Post-installed adhesive anchor installation shall be performed by a contractor with a minimum of 3-years experience performing similar installations, and by personnel carrying ACI-CRSI certification. The contractor will be required to conduct thorough training of installers on this project with the anchor manufacturer. CAPABILITY STATEMENT It is requested that interested business firms having the capabilities necessary to meet or exceed all aspects of the effort described herein, submit to the contracting office a capabilities package demonstrating ability to perform the services listed above. The capability package shall be no more than ten (10) pages in length and printed in not smaller than 12 point type. A page is defined as one side of an 8-1/2 inch x 11 inch sheet of paper, with at least a one inch margin on all sides. The submission may be submitted on single or double sided sheets, but shall not exceed the 10 page limitation. Each 8-1/2 inch x 11 inch page will be considered 1 page when printed on one side and considered 2 pages when printed on both sides. The capabilities statement will consist of, as a minimum, the following: One (1) page cover sheet referencing Source Sought Notice NNK15GUMKE_CATACOMB_LC39B, Capabilities Statement Reinforce Catacomb Roof for SLS Block 1B Vehicle, LC 39B. And; The remaining nine (9) pages shall include the following: 1. Company Name, DUNS Number, Address, and Primary Point of Contact (E-mail address and phone number). 2. Business size and number of employees. Provide a description of your firms principal business activity, state whether your firm is a large or small business in NAICS Code 238110, and specifically identify if you are a HUBZone small business, a service-disabled veteran- owned small business, a woman-owned small business, an economically disadvantaged woman-owned small business, or an 8(a) small business. 3. Financial Capability Provide your firms single project and aggregate bonding capacity. Provide the firms most current Balance Sheet and Income Statement, and the firms average annual revenue for the past 3 years. 4. Experience Provide the number of years in business. Provide no more than five (5) projects that your company has performed within the last five (5) years that are of comparable size, complexity, and scope as this project. Provide a brief description of each project to include: project title and description of work demonstrating how the project relates to NASA/KSCs project, dollar value of work performed, project start and completion date, name of agency/client for which the work was performed, and indicate if you were the prime contractor or subcontractor. Relevant experience for the purposes of this Sources Sought Synopsis is defined as, but not limited to, the following: a. Projects involving cast-in-place structural concrete repairs and structural reinforcement work that resulted in an increase in the structural capacity of an existing structure. b. Projects involving post-installed adhesive anchor installation by ACI-CRSI certified installers. c. Projects involving difficult work access due to the height of the structure, existing obstructions, and limited clearance access. Capability packages must be submitted electronically, via e-mail, to Randall Gumke, NASA Contracting Officer, at the following email address: Randall.A.Gumke@NASA.gov no later than 4PM EDT on October 12, 2015 and in the subject line state Reinforce Catacomb Roof for SLS Block 1B Vehicle, LC 39B and [Company Name]. NASA/KSC will review all responses that comply with the submission instructions using the following criteria: breadth, depth and relevancy of experience as it relates to the work described above.
