Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB), plans to procure on a sole source basis maintenance services for the Government-owned Varian Medical System TrueBeam STX Radiotherapy Accelerator Laboratory Equipment that is manufactured by Varian Medical Systems, 2250 Newmarket Parkway, Suite 120; Marietta, GA 30067. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(2), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is a Base period of twelve (12) months from the date of award, and four (4) twelve (12) months Term Option Periods. It has been determined there are no opportunities to acquire green products or services for this procurement. The Radiation Oncology Branch exists as part of the National Cancer Institute (NCI) Center for Cancer Research (CCR. The research clinical trials that the ROB develops and conducts involve novel technology and/or imaging based approaches to radiation therapy treatment. Within ROB Computer Tomography (CT) and Magnetic Resonance (MR) image fusion is a routine part of a patient treatment planning. The ROB also provides treatment via radiosurgery, intensity-modulated 3-D conformal radiotherapy (IMRT), real-time dose measurement, brachytherapy, and MR-guided procedures. The Radiation Oncology Branch (ROB) plans and conducts pre-clinical and clinical research on the biologic and therapeutic effects of radiation administrated alone or in combination with other modalities of treatment; to develop novel technology and imaging based approaches for radiation oncology; to investigate the natural history of disease to understand and evaluate means of diagnostic assessment for the purpose of optimizing treatment selections; and to provide radiation therapy as well as general oncology consultations for patients admitted to other Clinical Research Center (CRC) clinical services, in a collaborative approach. The Contractor shall provide all labor, material, and equipment to perform maintenance services for Government-Owned laboratory equipment, including four (4) quarterly preventative maintenance inspection, telephone and secure email support, and emergency on-site service requests within twenty-four (24) hours of request for service on the following Varian Medical Systems equipment: • Varian TrueBeam-2 STX, S/N H192104, NIH# 02006224. • High-Definition Multi-Leaf Collimator (hMLC), S/N: HHM0460. • Megavoltage Imaging System (MV Imager), S/N: HXMB060. • Kilovoltage Imaging System (KV Imager), S/N: HXKB060 • RapidArc, S/N: HRD3000 • Optical Imaging S/N HOIB060 • SRS Intracranial Package, S/N: HOM0084 • SABR Extracranial Package, S/N: HCL1171 • Advanced IGRT and Motion Package • PerfectPitch 6 Degree of Freedom Couch, S/N: HPR0153 • Selected, non-Varian treatment room subsystems such as positioning lasers, CCTV monitors and cameras, In-room monitors and intercom system. and all associated accessories, which includes software upgrades as applicable during the contract period. The maintenance, including upgrades, shall be performed by technically qualified Original Equipment Manufacturer (OEM) trained personnel with a minimum of two (2) years of experience servicing the specified laboratory equipment. The Contractor shall provide technical support hot-line number for telephonic trouble-shooting and secure email technical and clinical support as follows: • Preventative Maintenance inspections shall occur Monday through Friday during both standard business hours (9AM-5PM) not including Contractor holidays, and extended hours (5PM-9PM) not including Contractor holidays local time • Emergency service shall be provided during standard business hours (9AM-5PM) and non-standard hours (5PM-8AM (following day), Sun.-Sat.) including Contractor holidays, local time. • Technical support via email and via a hot-line number for telephonic trouble shooting (HelpDesk) during standard business hours (9AM-5PM), Monday - Friday not including Contractor holidays. • Unlimited clinical support via email and via a hot-line number for telephonic trouble shooting (HelpDesk) during standard business hours (9AM-5PM), Monday - Friday not including Contractor holidays. This equipment is manufactured by Varian Medical Systems. Due to the instrumentation being highly specialized; the maintenance and software upgrade work needs to be performed by manufacturer trained personnel. In addition, the data collection software supplied with this equipment is proprietary and updates and patches are solely available through Varian Medical Systems. Varian Medical Systems is the only known source capable of providing the required maintenance services for the existing TrueBeam STX radiotherapy accelerator, and all associated accessories. It is critical for the ROB research community that the equipment mentioned above is calibrated accurately and maintained according to the manufacturer's specifications. Any deviation from the unique ROB design specifications could ruin countless hours of work, distort and destroy the integrity of information and/or ruin further studies, and significantly delay the ROB's throughput. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00PM EDT, on Oct. 7, 2015. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
