Description
Justification & Approval for other than full and open competition This is an in-scope construction contract modification under an open construction contract task order P14PD00557 (expires December 3, 2015) awarded under a now expired Base IDIQ contract F09PC60441 (expired June 9, 2015). RFP 40, Relocate Fire Alarm Control Panels was needed because the existing fire alarm control room was repurposed to be one of the new Main Immigration Building electrical rooms. The fire alarm controls needed to be relocated in order to provide adequate space for the new electrical equipment. Item 2: RFP 57 - Provide Concessions Equipment The Statue of Liberty/Ellis Island National Monument is contractually obligated to provide the concessionaire with a walk in freezer, refrigerator and cooler. The existing equipment was destroyed in flooding caused by Hurricane Sandy. This modification is to replace the equipment lost in the flood. Item 3: RFP 59 - Provide Floor Drain in Fire Pump Room Because of post Hurricane Sandy, new equipment constructed at Ellis Island is required to be located two feet above the design flood level established by FEMA. Therefore, one of the fire pumps that serve Ellis Island was relocated from the first floor to the second floor of the Bakery and Carpentry Building. Because code requires that a fire pump room must have a floor drain and because the new space did not have a floor drain, the contract must be modified to add one in this space.   Item 4: RFP 60 - Provide Fire Dampers in MIB Basement Electrical Rooms The two new electrical rooms located in the Main Immigration Building basement are required to be fire rated because of their use. Because they are fire rated, code requires that air supply ducts leaving the rooms have fire dampers. Dampers were not indicated in the construction drawings. This modification will be to install dampers in new ducts and ensure that existing dampers are operable.
