- Redacted CJ&A The Naval Air Systems Command (NAVAIR) awarded order 0118 under Basic Ordering Agreement N00019-12-G-0006 with the Bell Boeing Joint Project Office. The Delivery Order will cover the installation of 35 Main Landing Gear Bay (MLGB) Fire Suppression System (FSS) Retrofit Kits onto Block B/C MV-22 and CV-22 aircraft at various locations with options for up to an additional 127 installations. These installations will be in conjunction with several other system and Engineering Change Proposal (ECP) modifications that Bell-Boeing has been contracted to perform on MV-22 aircraft on-site at MCAS Miramar and MCAS New River, and on CV-22 aircraft on-site at RAF Mildenhall, Hurlburt AFB and Kirtland AFB. The period of performance for the base and all options is anticipated to be from October 2015 through May 2017. Bell Boeing is the sole designer, developer and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort within the required timeframe and budget. Also, Bell-Boeing is the only source that possesses the totality of engineering and technical data required to perform the MLGB FSS installation while simultaneously performing several other ECP retrofit modifications. This acquisition was pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.'
