- RFP Q&A This constitutes Amendment 0002 to add the Request for Quote Question and Answer document. This constitutes Amendment 0001 to extend the response date to October 13, 2015 at 08:00 a.m. Norfolk, VA local time. Military Sealift Command is requesting quotes to provide the supplies identified in Solicitation N32205-15-T-2007, to fabricate, test, inspect, preserve, package and makings of Port/Starboard Stern Tube Shafts for the T-AOE Class Propulsion Shafting as per NAVSEA Drawing No. 243-6360794H. The specifications/drawings are available upon request by emailing Tommy Hale at tommy.a.hale@navy.mil. See attached Solicitation for part number, description, unit of issue, quantity, delivery date, and delivery location. Please provide a price quote soonest, and no later than September 24, 2015 at 8:00 am Norfolk, VA local time directly to Mr. Tommy Hale at tommy.a.hale@navy.mil. It is anticipated one purchase order will be issued in response to this RFQ and will be issued to, if at all, as per the Basis For Award: Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the Requirement. Performance Based Payments shall be in accordance with FAR 52.232-31. See Performance Base Payments Section in the Solicitation. Note for Shipping The Government request that shipping costs be incorporated into the price of each item rather than a separate line for total shipping costs. The Government will spread the shipping costs across all lines upon award if quoted as a separate line item. Offers/quotes submitted in response to this solicitation shall not contain nor be subject to the offeror's/vendor's standard commercial terms and conditions. Any offer/quote submitted in response to this solicitation which includes the offeror's/vendor's standard commercial terms and conditions may be considered a material defect and may be rejected as being non-responsive to the solicitation. This procurement is a FAR 12 acquisition being conducted under FAR Subpart 13.5 Test Program. Accordingly, simplified acquisitions procedures apply. After receipt of quotes, the Government may without notice, negotiate with and, if desired, seek a quote revision from as many or as few quoters as it, in its discretion, deems appropriate. One or more of the items under this acquisition is subject to Free Trade Agreements. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Place of Contract Delivery: MSC W143 Warehouse, Norfolk, VA 23511. Set-aside Status: Total Small Business Set Aside; Military Sealift Command Small Business Office concurs with determination. All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The appropriate NAICS Code is 332111, Iron and Steel Forging, which has a size standard of 500 employees.
