Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to issue a competitive Request for Proposal (RFP) for SSDS MK 2, TI-16 design and production support for the Combat Direction Systems Activity Dam Neck (CDSADN). The draft Statement of Work (SOW) includes the design, development, test, qualification, and production of Technical Insertion (TI)-16 OL-798(V)3 Network Server Group (NSG(V)3), Remote Display Processor (RDP) Cabinet (and supporting Display Control Units (DCU), Auxiliary Processing Cabinet (APC), and TI-16 Ship Self Defense System (SSDS) equipment which includes systems, kits, parts, spares, units, products, and other deliverable hardware and software to fulfill the requirements associated with the SOW. The type of contract anticipated is an Indefinite Delivery Indefinite Quantity contract with issuance of firm-fixed-price (FFP) and/or cost-plus-fixed-fee (CPFF) delivery orders. The resultant IDIQ design and production contract will be a "built to specification" contract where there are two phases to the contract. The first phase will be the detailed implementation and First Article Unit (FAU) production from the Government owned design, and the second phase will be the full production from the detailed design Technical Data Package (TDP). The performance period will span forty-eight (48) months. A single contract award is anticipated. Performance will be at the Contractor's site and CDSADN, Virginia Beach, VA. The NAICS Code is 334111. The NAICS size standard is 1,000 employees. While this requirement is full and open competition, Subcontracting goals will be identified in the RFP. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in the SAM by calling 1-866-606-8220, or via the Internet at https://www.sam.gov. An Industry Day will be held on October 7, 2015 at CDSADN, 1922 Regulus Avenue, Virginia Beach, VA, Hopper Hall, Command's Auditorium, from 12:30 p.m. until 2:00 p.m. All individuals must possess either a CAC card, be listed in JPAS, or present a completed I-9 Form prior to being granted permission to come aboard CDSADN. Contractors wishing to attend Industry Day that do not possess a CAC card or who are not listed in JPAS are required to send notification to Michael Mountain (Michael.mountain@navy.mil) and Randy Tucker (randy.tucker@navy.mil), and a courtesy copy sent to Rolanda Wallace-Taylor (rolanda.wallace-tayl@navy.mil ) and Charles Thompson (charles.e.thompson@navy.mil). Those that do have a CAC card or are listed in JPAS are required to send notification to those listed above by 5 October 2015. All visitors are subject to Department of the Navy and local CDSADN security regulations and procedures. It is anticipated that the solicitation will be available on or before 30 November 2015. The solicitation will be open for approximately 30 days. The anticipated contract award date is 16 June 2016.
