MULTIPLE AWARD INDEFINITE DELIVERY, INDEFINITE QUANTITY (IDIQ) ARCHITECTURAL AND EXGINEERING (A/E) SERVICES SYNOPSIS: VA262-15-R-0382 Requests for Information (RFI) were received on or before the deadline specified in A/E Synopsis VA262-15-R-0382. A/E's RFIs and VA responses, issued September 29, 2015, are as follows: RFI No. 1: What is the difference between "Small Business Set-Aside" and "Total/100% Small Business Set-Aside"? Must all our subs also be Small Business Certified? VA Response to RFI No. 1: There is no difference between "Small Business Set-Aside" and "Total/100% Small Business Set-Aside. No, your subcontractors can be small businesses or large businesses; however, keep in mind that the small business prime contractor has to perform 50% of the A/E services in accordance with 52.219-14 Limitation on Subcontracting (Dec 1996). RFI No. 2: Our A/E Firm has offices in Southern California and in the Las Vegas area (Henderson). For our submission, do we submit one submittal package for both areas (CA and NV), or separate submittals (one for CA and another for NV)? VA Response to RFI No. 2: Please submit a separate SF 330 for location(s) in California (CA) and location(s) in Nevada (NV). RFI No. 3: For the discipline count, can different disciplines be counted or assigned to one individual who holds multiple licenses...for example I am an Architect AND a Civil Engineer...most Structural Engineers are also Civil Engineers as well. VA Response to RFI No. 3: Yes, different disciplines can be counted or be assigned to one individual who holds multiple licenses. Please keep in mind, if this individual is involved in multiple assignments with the same completion date; how is this individual going to manage multiple Task Orders with the same completion time? Also, the Department of Veterans Affairs (VA) Healthcare Systems are located in Long Beach, San Diego, Loma Linda, Los Angeles, and Southern Nevada; how is this individual going to handle multiple locations? Please note that A/E firms shall be available at a moments notice when an on-site meeting is requested by the VA. RFI No. 4: I have a question about the VA262-15-S-0382 solicitation. The attachment on the 9/15/15 update is a pre-solicitation notice for 100% small business set aside with a preference for Disabled Veteran and Veteran owned businesses. It is a bit confusing because it clearly states it is not a request for proposals, but the solicitation goes into great detail about the submittal requirements. VA Response to RFI No. 4: The update for VA262-15-S-0382 is not a solicitation. The A/E Synopsis is an announcement and not a Request for Proposal. In accordance with the Brooks Act as implemented in FAR Part 16.500(d) and FAR Subpart 36.6; firms will be selected for negotiation based on demonstration of competence and qualification as evaluated of the information provided in their submitted SF 330. RFI No. 5: We are excited as we prepare our Team qualifications for the VA's review....to that end we have some questions: 1.Electronic or hardcopy submittal? 2.Any particular format other than SF330? Additional information to be submitted 3.Page Limit? Other submittal criteria (font size, type, etc.?) 4.Since this is Federal work, do disciplines have to be licensed in Nevada? If so, can we state that licensures will be obtained if awarded a contract? VA Response to RFI No. 5: Responses are as follows: 1.Electronic or hardcopy submittal? VA Response: Please review paragraph 6. SUBMISSION REQUIREMENTS (a) (b) 2.Any particular format other than SF330? Additional information to be submitted VA Response: Please review the entire A/E Synopsis for submission of information on the SF 330. 3.Page Limit? Other submittal criteria (font size, type, etc.?) VA Response: Please review paragraph 6. SUBMISSION REQUIREMENTS (c). 4.Since this is Federal work, do disciplines have to be licensed in Nevada? If so, can we state that licensures will be obtained if awarded a contract? VA Response: Yes, A/E firms and disciplines shall be licensed with the State of Nevada. This license requirement is also applicable to A/E firms and disciplines in the state of California. Upon submission of the SF 330, A/E Firms and disciplines shall be licensed with the state of Nevada or California. RFI No. 6: We just got hold of this RFP. Could we still submit our proposal for this IDIQ? VA Response to RFI No. 6: If you are a small business, yes you can. Please be advised that you are not submitting a proposal, A/E firms shall provide their qualification and experience in the SF 330. RFI No. 7: Please provide responses to the following questions for the IDIQ: 1.The previous announcements had stated that up to 15 contracts will be awarded as part of this IDIQ. Please confirm that it is still the intent of the Government. 2.Please confirm that Factor -1 requires only five projects and additional five projects can be submitted under Factor - 4. 3.Factor 2: Please confirm that the Org Chart shall provide names of the key personnel and the NUMBER of staff who will be working on the contract with each key discipline. 4.Factor 3: Does the pages of CPARS/ACASS evaluations for the five projects count towards the 50 page limit? VA Response to RFI No. 7: The following responses are provided: 1.The previous announcements had stated that up to 15 contracts will be awarded as part of this IDIQ. Please confirm that it is still the intent of the Government. VA Response: Upon release of the synopsis of this requirement, the Government has revised it requirement of the number of contracts to be awarded which will be in the best interest to the Government. As stated in the Synopsis in paragraph 3. CONTRACT INFORMATION (b) "The intent is to award to firms determined to be most highly qualified." There is no actual numbers of A/E IDIQ contracts to be award. 2.Please confirm that Factor -1 requires only five projects and additional five projects can be submitted under Factor - 4. VA Response: Yes, you are correct. Factor 1 is requesting five projects to best illustrate specialized experience of the proposed team in the areas in Factor 1. Factor 4 - requires additional examples to include the total design value(s) for each large Task Order, small Task Order, and routine Task Order... Please note that your additional example ties in with key personnel identified in Section D, E, and G. You can utilize the five projects identified in Factor 1. 3.Factor 2: Please confirm that the Org. Chart shall provide names of the key personnel and the NUMBER of staff who will be working on the contract with each key discipline. VA Response: As indicated in Factor 2 - "All key personnel for whom resumes are provided shall be shown on the organizational chart in Section D of SF 330, Part 1..." Yes, Section D. Organizational Chart of Proposed Team shall provide names of the key personnel and the NUMBER of staff who will be working on the contract with each key discipline specified in Factor 2. 4.Factor 3: Does the pages of CPARS/ACASS evaluations for the five projects count towards the 50 page limit? VA Response: Yes, SF 330 response for Factor 3 pages of CPARS/ACASS and the Past Performance Questionnaire (PPQs) evaluations for the five projects shall count towards the 50 page limit. However, as an exception, if the PPQ is to be submitted via email by a client prior to the response date, this PPQ submission does not count towards the 50 page limit. RFI No. 8: Per Factor 3 - Past Performance of the solicitation, it is required that we may submit a PPQ previously submitted under a different notice/RFP, as long as it is on the same form as posted with this synopsis. Nevertheless, it is mentioned that the "Offerors shall not incorporate by reference into their responses PPQs or CPARS previously submitted in response to other A/E services procurement" Can you please clarify Factor 3? VA Response to RFI No. 8: Delete in its entire the following instruction found in FACTOR 3, Submission requirements, Page 9 of 17: Delete in its entirety: "Offerors may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable), as long as it is on the same form as posted with this Synopsis." RFI No. 9: If our firm has performed multiple task orders on a single IDIQ contract, how the PPQ will be required for that? How can we provide the PPQ? Should we submit our PPQ for our IDIQ, or should we get PPQs for each specific task orders? Please let us know. VA Response to RFI No. 9: A PPQ shall be submitted for each project referenced in FACTOR 1, for specific projects (Task Orders).
