Description
Justification and Approval (J&A) for Local Telecommunications Services at Langley AFB, VA Single Source Determination for Local Commercial Communications Service Location/Site: Langley AFB, VA CSA # FA8773-08-C-0108 1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED Langley AFB, VA requires local commercial communications service. Services shall include, as a minimum but not limited to, Direct In Dial directory numbers, commercial subscriber lines and features, ISDN BRI's and PRI's, Centrex line features and functions, 911 cama trunks, transport channels, data point-to-point circuits, internet, public listings, and diversity. A nine (9) month extension modification, estimated to be $471,246.28, with Cox Communications, is necessary to continue local commercial communications service. 2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE The authority for soliciting from a single source is FAR 13.106-1(b)(2), Soliciting from a single source for purchases exceeding the simplified acquisition threshold. Services are available only from Cox Communications for this CSA contract. The site cannot be without telephone service due to mission requirements and access to 911 telephone service in case of an emergency. The AF unit must continue to receive existing lines and telephone services from the current provider until all required actions for a renewal are complete. Without this extension, the AF and Department of Defense would be impacted severely and financially. 3. EFFORTS TO OBTAIN COMPETITION Permitting full and open competition would result in considerable cost to the Government that would not be recovered otherwise through competition due to the short period of performance for this bridge/extension. In addition, full and open competition would result in unacceptable delays in fulfilling the site's requirements and retaining telecommunications services. 4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE AWARDS A competitive solicitation is being prepared. All efforts will be made to fully define the AF requirement. Market research, including sources sought synopsis, is continually being conducted to ensure competition to the maximum extent possible for future acquisitions. 5. CONTRACTING OFFICER'S DETERMINATION I have determined, in accordance with FAR 13.106-1(b)(2), the circumstances of this contract action deem that only a single source provider is practicable.
