Description
Notice of Intent to Sole Source THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. The Department of Veteran Affairs- Procurement Contract Office East intends to enter into a sole source contract with the National Academy of Science located at NATIONAL ACADEMY OF SCIENCE Institute of Medicine 500 FIFTH ST NW WASHINGTON, DC 20001. This award is for the Roundtable discussion membership fees for a base plus one option year contract. The government solicited and received 3 responses from interested party's able to provide similar services. However, none were found to have an already established roundtable discussion on the inequities of minority veterans in healthcare. The NAICS code for this award is 541720 and a small business size standard of $20.5 million. NO SOLICITATION OR REQUEST FOR QUOTE WILL BE MADE AVAILABLE AND WILL NOT BE ACCEPTED AT THIS TIME. A determination not to further compete the proposed procurement is based upon the lack of qualified parties. ? JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13 104 COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable.IAW FAR 13 106- l(b). cos solicit from a single source for purchases not exceeding the simplified acquisition threshold. CO may solicit from one source if the CO determines that the circumstances of the c6.302-3(a)(2)(ii) contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mob1lizat1on). IAW FAR13 106-3(b)(3).C0s are required to include additional statements explaining the absence of competition (see 13 106 1 for brand name purchases) 1f only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price ­ related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13 106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase 1.PURCHASE REQUEST OR REQUISITION NUMBER:1A.PROJECT TASK NUMBER18.ESTIMATED AMOUNT : $100.000.00 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THEINTENDED USE: VHA seeks to join the National Academy of Sciences' Institute of Medicine (NAS/IOM) Roundtable on the Promotion of Health Equity and the Elimination of Health Oispant1es. The Roundtable, which was created by the NAS/IOM 1n 2013, was created to enable dialogue and discussion of issues related to. { 1) the v1s1b1hty of racial and ethnic d1spanties in health and health care as a national problem. (2) the development of programs and strategies to reduce disparities. And (3) the emergence of new leadership This is accomplished through meetings of members and public workshops, which are published by NAS/IOM. The Roundtable currently consists of 25 members and 8 activity sponsors that include the following federal sponsor Centers for Disease Control and Prevention. Food and Drug Administration,and Health Resources and Services Administration The NAS/IOM Roundtable on the Promotion of Health Equity and the Ehmmat1on of Health D1spant1es has been selected as one vehicle to pursue equitable health care for all Veterans As a member of this neutral public-private body, VHA will be able to influence an important Agency strategic goal--Veterans will receive timely, high quality, personalized, safe effective and equitable health care irrespective of geography, gender, race. age. culture or sexual orientation. Part1c1pation will also fulfill several of the key areas of the VHA Health Equity Action Plan and by extension the Blueprint for Excellence. These documents are aligned directly with the VHA and VA strategic plans for the ultimate mission--caring for those who have borne the battle. their widow and their orphan. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE,WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: Source must be an independent organization with a national presence. Source must regularly provide unbiased advice to the Federal Government. Using non-independent and for -profit organizations may bias advice given to the Federal Government. Source must currently operate an already existing advisory group designed to address health equity in the United States. This reduces the costs to the Federal Government in terms of setting up and operating its own advisory group The advisory group must consist of senior representatives from Federal agencies and the private sector who are influential within their organizations Members pulled together by non-independent and for-profit organizations will likely be limited in their ability to impact other Federal Agencies. The existing advisory group must currently conduct the following act1v1t1es over the course of a year 1) regularly occurring meetings with membership; 2) activities that include non-members or general public to make sure that various perspectives are represented; and 3) publish the results of meetings and other activities on the Source's website 4. REASON THAT SUGGESTED SOURCEIS THE ONLY SOURCE,WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: The NAS/IOM is uniquely qualified to provide this service because there 1s only one NAS/IOM Roundtable on the Promotion of Health Equity and the Elimination of Health D1sparit1es. The NAS/IOM was established by the United States Congress in 1970 It is an independent, nonprofit organization that works outside of government to provide unbiased and authoritative advice to decision makers and the public. Current Roundtable membership consists of representation from 25 organizations that 111clude the following Federal agencies and academic institutions Centers for Disease Control and Prevention. Centers for Medicare & Med1ca1d Services, Health Resources and Services Administration. National Institutes of Health. Northwestern University Feinberg School of Medicine. University of Pennsylvania, University of South Florida. University of Texas at Austin. University of Texas Health Science Center at San Antonio. U.S. Department of Health and Human Services, and University of Southern California. The Act1v1ty Sponsors for the Roundtable include the following Federal agencies Centers for Disease Control and Prevention. Food and Drug Administration, and the Health Resources Services Administration. Members of the Roundtable have chosen NAS/IOM as their convener to bolster discussions and actions regarding health equity. They represent cnt1cal players in achieving health equity from both public and private sectors. They also have the 1nnuence, authority, and capacity to generate. \
