- Sources Sought For F-15 ICSCP (Intent to Purchase on Sole-Source Basis) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to sole-source purchase of Inter-Communication Set Control Panel (ICSCP) and related SRUs, NSN 5831-01-382-3225FX (ICSCP LRU), 5998-01-238-0103FX (A4 CCA), and 5998-01-383-6823FX (A6 CCA), 5895-01-239-6563FX SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Inter-Communication Set Control Panel (ICSCP) and related SRUs, PR # FD2060-16-00080. ITEM DESCRIPTION The ICSCP is the radio controller on the F-15 Strike Eagle. This controller allows communication between the pilot, the Weapon System Operator (WSO), ground crew personnel, air traffic controllers, and other aircraft during all phases of aircraft operation. The ICSCP provides visual clues and controls for the pilot and WSO to operate various communication systems in the aircraft. Impediment to Competition: The original equipment manufacturer for this item is SCI Technology Inc., which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, SCI Technology Inc is the only known source with adequate knowledge of the ICSCP performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to SCI Technology Inc for the manufacture of the ICSCP in support of the F-15 Avionics program. Other interested parties may identify their interest and capability to respond to the requirement no later than 10 September 2015 by emailing Stevie Gillispie at stevie.gillispie@us.af.mil or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
