- On September 29, 2015, the Government received the following questions. Question 1: Would the Government consider relaxing the requirement for 3.8.4, Loose Cargo Bounce, as it relates to the MIL-STD? The MIL-PRF-28800F specification, under 4.5.5.3.3 which covers the loose cargo bounce test, particularly the requirement to test an item for 3 hours, is excessive. Recommend a shorter time frame for testing (e.g. an hour or less). Answer 1: The answer is no. The Government will insist on keeping the 3.8.4, Loose Cargo Bounce requirement. Question 2: In section 3.0 PROPOSAL CONTENT AND VOLUMES, it is unclear on where to include the complete RFQ form itself. Is it to be returned in one of the volume or separately as a standalone document? Answer 2: The RFQ should be included as a separate attachment. Question 3: What to do with the two attachments CPARS and Past Performance. Does the Navy want the company to fill out the two attachments and include them in our response? If so, in which section. Or does the Navy intend for these to be sent out to customers who have placed orders in the past to have them return? Answer 3: CPARS. If the CPARS Report is greater than six months old, the Offeror will forward a copy of the CPARS Updated Questionnaire to that contract customer's Program Manager and then they will return to Michael.t.miller7@navy.mil by the due date of the proposals. The Past Performance Questionnaire should be sent to the customer for them to fill out, and then that customer will send their completed Past Performance to Michael.t.miller7@navy.mil by the due date of the proposals.
