Description
C130 J FMS Long Term Sustainment Performance Based Statement of Work C103J FMS Long Term Sustainment Questionnaire The Government is conducting a market survey to identify potential sources that possess the ability to sustain Foreign Military Sales (FMS) C-130J aircraft on a Long Term Sustainment (LTS), Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This IDIQ contract is for in-country Field Service Representatives (FSRs), Ground Maintenance System Administrator (GMSA), Logistics Support Representative (LSR), Engineering Support, Country Specific Technical Orders (CSTO's), Peculiar/Common Spares purchase and repair of repairables, and potential modifications if requested by Letter of Offer and Acceptance (LOA). The IDIQ contract will use measurable performance based logistics for aircraft availability and engineering response times. Proprietary data and intellectual property access is required to provide sustainment support for multiple countries. The Government does not own or have access to the proprietary data or intellectual property for this IDIQ contract. The Government has determined that this system is a commercial item due to the C-130J aircraft being sold as Direct Commercial Sales (DCS). Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned as CSTOs apply. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining all support equipment required to maintain the C-130J fleet at the FMS country. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Contractor will be evaluated on the aircraft availability and the sustainment necessary to meet mission requirements. No samples are available for potential suppliers to evaluate.
