Description

This is a PRE-SOLICITATION NOTICE - The Department of Veterans Affairs, located within Minnesota intends to award a Firm Fixed Price IDIQ contract to a qualified firm with the capability and capacity furnish all labor, equipment, supervision, management, supplies, bulk delivery carts, transportation, and facilities (except as identified elsewhere in this solicitation) necessary to perform contractor owned/contractor operated bulk laundry/linen services and tasks required under this contract for the Department of Veterans Affairs, Veterans Integrated Service Network (VISN-X), which includes VA Medical Centers at the St. Cloud VA Health Care Center. All services are to be performed in accordance with standard industry practices and quality control measures. Services shall include pick-up and delivery of items by contractor personnel. These services are in support of a patient care programs. Services are required Monday through Friday, including federal holidays except as awarded. VISN 23 Medical Centers are required to provide 24-hour support operations essential to patient care and contractor services turn-around shall be performed accordingly to support VAMC (s) operations. The NAICS code assigned to this procurement is 812320 "Dry cleaning and Laundry Services (except Coin-Operated)" with a size standard of $27.5 Million. It is anticipated that the solicitation number will be VA263-15-R-0994. The solicitation is Full and Open. Offerors will be evaluated on technical ability, past performance, and price. Procurement is being made in accordance with FAR Parts 12 Commercial Item and 13 Simplified Acquisition Procedures. The solicitation will contain requirements for a 4-month base period with three (3) 1-month options. Service will begin October 12, 2015 through February 15, 2016 for the Base Period. The solicitation is scheduled to be issued on or about September 29, 2015 and will be issued via FedBizOpps Electronic Posting System at http://www.fedbizopps.gov. Once the solicitation has been posted, questions regarding this solicitation must be in writing and may be sent via email to: Amanda.hildreth@va.gov. The due date for all questions will be Friday, October 2, 2015; No questions will be answered if sent after this date. Proposals must be submitted in writing to the issuing office, be in accordance with the preparation instructions outlined in the solicitation, and be timely.
